장성군이 AI와 첨단산업, 교육이 결합된 미래형 거점도시로의 도약을 공식 선언했다.
광주·전남 시군통합 논의가 본격화되는 가운데, 장성은 ‘호남의 강남’을 목표로 한 구체적 청사진을 제시하며 통합 논의의 중심에 섰다.
장성군은 최근 ‘시군통합 상생 토크’를 열고, AI 산업과 교육, 교통·에너지·의료 인프라를 결합한 장성군 발전 6대 핵심 정책을 공개했다.
이날 행사에는 강기정, 김한종, 이정선, 최치국을 비롯해 장성군을 대표하는 사회단체장 등 5만 군민을 대표하는 주요 인사들이 대거 참석해 높은 관심을 반영했다.
■ “지금이 최적기”… 시도지사 결단과 중앙정부 지원 맞물려
이번 논의는 광주·전남 행정통합을 둘러싼 시도지사의 정치적 결단, 중앙부처의 정책·재정 지원 약속이 맞물리며 30년 만에 찾아온 최적기라는 평가를 받는다.
통합이 성사될 경우 장성은 광주와 하나의 생활권으로 묶이며, 주거·교육·의료·산업 전반에서 구조적 변화가 예상된다.
■ 장성군 발전 6대 핵심정책… “산업·삶의 질 동시에 끌어올린다.”
장성군이 제시한 6대 핵심 정책은 다음과 같다.
첨단3지구 연계 AI 데이터 특구 지정
① 파인 데이터센터 착공과 첨단3지구 조성을 연계해 AI·데이터 산업의 핵심 거점으로 육성, 30분 대도시 생활권 구축
② 광주와 장성을 잇는 광역 교통망 확충으로 출퇴근·통학·의료 접근성 획기적 개선, 광주형 통합돌봄 서비스 확대 적용
③ 고령사회 대응을 위한 촘촘한 돌봄 체계 장성 전역으로 확산 영농형 태양광 기반 ‘햇빛연금’ 도입
④ 농업과 재생에너지를 결합해 농가의 안정적 추가 소득 창출
심뇌혈관센터 중심 의료 인프라 강화
⑤ 중증·응급의료 공백 해소로 군민 생명 안전망 확충
AI·첨단산업 중심 산업구조 재편
⑥ 데이터센터, AI 기업, 연구기관 집적을 통한 장기 성장 기반 마련
■ “행정통합의 절반은 교육통합”… 교육 시너지 강조
이정선 광주시 교육감은 “행정통합의 절반은 교육통합”이라며, “광주의 진학·교육 노하우와 장성의 우수한 교육 인프라가 결합하면 세계적 인재를 키우는 토대를 만들 수 있다”고 강조했다.
통합이 이뤄질 경우 교실환경 개선, 교육복지 확대, 진로·진학 선택권 확대 등 학생과 학부모가 체감하는 변화가 가능하다는 설명이다.
■ 군민 건의 잇따라… “과학적 검증으로 불안 해소해야”
현장에서는 군민들의 현실적 요구도 이어졌다.
개발제한구역(GB) 해제 권한 확대, 보상체계의 지역 간 불균형 해소, 데이터센터 건립 과정의 투명한 소통 강화 등이 주요 건의사항으로 제시됐다.
장성군은 이에 대해 과학적 검증에 기반한 규제 완화, 데이터 공개와 설명을 통한 주민 불안 해소, 합리적인 보상 체계 마련을 통해 상생형 개발을 추진하겠다는 방침이다.
■ “AI와 교육의 도시 장성”… 호남 성장축 재편 신호탄
이번 상생 토크는 장성이 단순한 군 단위를 넘어, AI·데이터·교육·에너지가 결합된 호남의 미래 성장축으로 자리매김하겠다는 선언이라는 평가다.
행정통합 논의가 본격화되는 가운데, 장성의 선택과 준비가 광주·전남 통합의 성패를 가를 핵심 변수로 떠오르고 있다.

Jangseong County has officially declared its leap toward becoming a future-oriented hub city where AI, advanced industries, and education converge.
As discussions on city–county integration between Gwangju and Jeonnam gain momentum, Jangseong has emerged at the center of the debate by presenting a concrete vision aimed at becoming the “Gangnam of Honam.”
Recently, Jangseong County hosted a “City–County Integration Coexistence Talk,” unveiling six core development policies that combine AI industries with education, transportation, energy, and medical infrastructure.
The event drew strong attention, with the participation of Mayor Kang Gi-jeong of Gwangju, Governor Kim Han-jong of Jangseong County, Superintendent Lee Jeong-seon of the Gwangju Office of Education, Choi Chi-guk, President of the Gwangju Institute, and leaders of major civic organizations representing Jangseong’s 50,000 residents.
■ “Now Is the Optimal Moment”
The Convergence of Political Leadership and Central Government Support
This discussion is widely seen as a once-in-30-years golden opportunity, driven by decisive political leadership from city and provincial heads alongside policy and financial support commitments from central government ministries.
If integration is realized, Jangseong and Gwangju would form a single living and economic zone, bringing structural transformation across housing, education, healthcare, and industry.

“Boosting Industry and Quality of Life at the Same Time”
The six key policies presented by Jangseong County are as follows:
Designation of an AI Data Special Zone Linked to the Advanced 3rd Industrial District
– Development of Jangseong as a core AI and data industry hub through the groundbreaking of the Fine Data Center and development of the Advanced 3rd Industrial District.
Establishment of a 30-Minute Metropolitan Living Zone
– Dramatic improvements in commuting, schooling, and medical access through expanded metropolitan transportation links between Gwangju and Jangseong.
Expansion of the Gwangju-Style Integrated Care Service
– County-wide deployment of a dense care system to respond proactively to an aging society.
Introduction of a ‘Sunshine Pension’ through Agrivoltaics
– Creation of stable additional income for farmers by combining agriculture with renewable energy.
Strengthening Medical Infrastructure Centered on a Cardio-Cerebrovascular Center
– Reinforcement of life-saving safety nets by addressing gaps in critical and emergency medical services.
Industrial Restructuring Centered on AI and Advanced Industries
– Establishment of a long-term growth foundation through the concentration of data centers, AI companies, and research institutions.
■ “Half of Administrative Integration Is Educational Integration”
Emphasis on Educational Synergy
Gwangju Superintendent of Education Lee Jeong-seon emphasized that
“Half of administrative integration is educational integration,” adding that
“Combining Gwangju’s expertise in admissions and education with Jangseong’s excellent educational infrastructure can create a foundation for nurturing world-class talent.”
He explained that integration would enable tangible improvements for students and parents, including enhanced classroom environments, expanded educational welfare, and broader career and academic pathways.
■ Residents Voice Concerns
“Scientific Verification Is Needed to Ease Public Anxiety”
Residents also raised practical concerns during the event, including
expanded authority to lift Green Belt (GB) restrictions, resolution of imbalances in compensation systems, and strengthened communication regarding data center construction.
In response, Jangseong County pledged to pursue science-based regulatory easing, transparent disclosure of data and explanations, and rational compensation systems to ensure mutually beneficial development and alleviate public concerns.

A Signal for the Reorganization of Honam’s Growth Axis
The coexistence talk is widely regarded as a declaration that Jangseong aims to transcend its status as a county and reposition itself as a future growth axis of Honam, integrating AI, data, education, and energy.
As discussions on administrative integration move into full swing, Jangseong’s choices and preparations are emerging as a decisive variable that could determine the success or failure of Gwangju–Jeonnam integration.
