전남·광주가 ‘경쟁의 경제’에서 ‘연대의 경제’로 체질을 바꾸는 대전환의 기로에 섰다.
민형배 더불어민주당 전남광주통합특별시장 경선 후보가 협동과 공유를 기반으로 한 새로운 경제 질서를 전면에 내세우며, 지역경제 구조 자체를 재편하겠다는 구상을 공식화했다.
민형배 국회의원(광주 광산구을)은 24일 정책 발표를 통해 “협동조합과 사회적기업이 지역경제의 핵심 축이 되는 전남광주를 만들겠다.”며 “광주와 전남을 퀘벡, 몬드라곤과 어깨를 나란히 하는 세계 3대 사회연대경제 도시로 도약시키겠다.”고 선언했다.

■ “5·18의 연대 정신, 이제 경제로 확장한다.”
민 후보는 전남·광주의 역사적 자산을 ‘경제 모델’로 전환하겠다는 점을 분명히 했다.
그는 “광주와 전남은 5·18로 상징되는 시민 연대와 참여, 공동체 협력의 전통이 살아 있는 곳”이라며 “이제 그 정신을 경제 시스템으로 구현할 때”라고 강조했다.
특히 현재 약 1.3% 수준에 머물러 있는 지역 사회연대경제 비중이 통합을 통한 도농 순환경제 구축 시 2~3배 이상 확대될 수 있다고 분석했다.
스페인 몬드라곤 협동조합과 캐나다 퀘벡의 사회연대경제 모델을 접목해, 지역 기반의 자생적 경제 생태계를 구축하겠다는 전략이다.

■ “마을이 기업이 된다.”… ‘마을월급 프로젝트’ 핵심 기반
이번 구상의 핵심은 앞서 제시된 ‘마을월급 프로젝트’와 직결된다.
민 후보는 마을 단위 협동조합과 사회적기업이 돌봄·에너지·관광·로컬산업을 직접 운영하고, 그 수익을 주민에게 배당하는 구조를 제시했다.
이는 단순한 복지 정책이 아니라,
“일자리·소득·공동체를 동시에 창출하는 새로운 지역경제 시스템”이라는 설명이다.

■ 전남광주 ‘연대경제 수도’로… 5대 핵심 전략 제시
민 후보는 이를 실현하기 위한 5대 핵심 추진 과제를 구체적으로 제시했다.

특히 광주역 일대를 중심으로 창업-성장-재투자가 선순환하는 클러스터를 구축하고, 정책·연구·교육·금융 기능을 통합한 국가기관 ‘사회연대경제원’을 유치해 아시아 최초의 사회연대경제 허브 도시로 만들겠다는 구상이다.
또한 27개 시·군·구 전역에 걸쳐 권역별 혁신타운을 조성해 지역 간 격차 없이 사회연대경제를 확산시키겠다는 계획도 포함됐다.

■ “돈도 지역에서 돌고, 삶도 지역에서 완성된다.”
민 후보는 제도 금융에서 소외된 소상공인·농어민을 위한 ‘사회연대금융’ 구축도 핵심 축으로 제시했다.
시민이 소액 투자자로 참여해 지역 기업에 자금을 공급하고, 그 수익이 다시 지역으로 환원되는 구조를 통해 ‘지역 내 자본 순환경제’를 실현하겠다는 전략이다.

■ “경쟁을 넘어 협력으로”… 경제 패러다임 전환 선언
민형배 후보는 “협동조합과 사회적기업이 지역경제의 한 축이 되고, 마을월급이 현실이 되는 도시를 시민과 함께 만들겠다.”며 “시장 경쟁을 넘어 협력과 연대로 더 나은 삶을 만드는 새로운 경제 질서를 전남광주에서 실현하겠다.”고 밝혔다.

이번 정책은 단순한 지역 공약을 넘어, 전남광주를 대한민국 최초의 ‘연대경제 실험 도시’로 만들겠다는 선언이라는 점에서 향후 정치·경제적 파급력이 주목된다.

Gwangju and Jeonnam stand at a critical turning point—shifting from a “competitive economy” to a “solidarity-based economy.”
Min Hyung-bae, a preliminary candidate of the Democratic Party of Korea for the integrated Gwangju–Jeonnam metropolitan mayor, has unveiled a sweeping plan to restructure the regional economy by placing cooperation and shared value at its core.
Rep. Min Hyung-bae (Gwangsan-eul, Gwangju) announced on the 24th that “we will build a Gwangju–Jeonnam where cooperatives and social enterprises form a key pillar of the regional economy,” adding, “we will elevate the region to become one of the world’s top three solidarity economy cities alongside Quebec and Mondragon.”
■ “The Spirit of May 18, Now Extended into the Economy”
Min emphasized transforming the region’s historical legacy into an economic model.
“Gwangju and Jeonnam embody a tradition of civic solidarity, participation, and community cooperation symbolized by the May 18 Democratic Uprising,” he said. “Now is the time to embed that spirit into our economic system.”
He noted that the current share of the solidarity economy in the region—around 1.3%—could expand two to three times through an integrated urban-rural circular economy.
By adopting models such as Spain’s Mondragon cooperative network and Quebec’s institutionalized solidarity economy, he aims to build a self-sustaining, community-based economic ecosystem.
■ “Villages Become Enterprises”… Foundation of the ‘Village Dividend Project’
At the heart of this vision lies the previously announced “Village Dividend Project.”
Min proposes that village-level cooperatives and social enterprises directly operate sectors such as care services, renewable energy, tourism, and local industries, distributing profits back to residents.

Min outlined five core policy tasks to realize this vision:
Establish a Solidarity Economy Cluster around Gwangju Station
Develop region-wide Solidarity Economy Innovation Towns (Gwangju, Eastern Jeonnam, Western Jeonnam)
Attract a national control tower, the “Institute for Solidarity Economy”
Expand solidarity-based services in climate, energy, care, and welfare
Build a citizen-participatory “Solidarity Finance” support system
He particularly highlighted plans to develop the Gwangju Station area into a hub where startups, growth, and reinvestment form a virtuous cycle, alongside attracting a national-level institution integrating policy, research, education, and finance—positioning Gwangju–Jeonnam as Asia’s first solidarity economy hub.
Additionally, innovation towns will be established across all 27 cities and counties to ensure balanced regional access to solidarity economy benefits.
■ “Capital Circulates Locally, Life is Completed Locally”
Min also proposed a “solidarity finance” system targeting small business owners, farmers, and fishers often excluded from conventional financial systems.
Under this model, citizens participate as small-scale investors, funding local enterprises, with returns reinvested back into the region—creating a sustainable local capital circulation structure.
■ “From Competition to Cooperation”… A Paradigm Shift in Economics
Min Hyung-bae concluded, “We will build a city where cooperatives and social enterprises are a core economic force, and where village dividends become reality—together with citizens.”
“We will open a new economic future in Gwangju–Jeonnam, where cooperation and solidarity—beyond market competition—create a better quality of life.”
