세계는 이미 결단을 끝냈다.

미국은 원전까지 되살려 전력을 쥐려 하고, 중국은 사막 위에 데이터센터를 쌓아 올리며 AI 패권을 선점하고, 일본은 기후마저 전략으로 바꿔 전력비용 경쟁력을 만들어내고 있다.
그들은 알고 있다.

AI 시대의 승패는 기술이 아니라 전력이며, 속도이며, 결단이라는 사실을. 그러나 대한민국 국회는 무엇을 하고 있는가.
RE100 국가산업단지 특별법, 데이터센터 입지 규제완화법, 재생에너지 직접거래 활성화법, 이 세 가지 핵심 법안이 지금도 상임위원회 서랍 속에서 썩어가고 있다.
논쟁은 길고, 책임은 없다.
시간은 흐르고, 국회는 멈춰 있다.

■ “법이 없으면 투자도 없다”… 국회가 3조를 막고 있다

3조 원 규모의 해남 AI 데이터센터, 이것은 지역 사업이 아니다.

해남 솔라시도는 이미 준비를 끝냈다.
부지, 전력, 인프라 등 모든 조건이 갖춰졌고 올해 7월 착공이라는 명확한 시간표까지 확정됐다.
그러나 국회가 멈춘 순간 이 시간표는 무너진다.
그리고 이 산업의 냉혹한 진실은 단 하나다.
한 번 놓친 기회는 돌아오지 않는다.
데이터센터는 기다려주지 않는다.
글로벌 기업은 더 빠른 나라로 이동한다.
그 순간, 해남의 기회는 일본으로, 중국으로, 미국으로 넘어간다.

중앙정부가 해야 할 일을 지방정부가 대신하고 있다.
전라남도는 자체 조례로 세제 혜택을 만들고, 해남군은 기반시설을 선제적으로 깔겠다고 나섰다.
국가 전략 산업을 지방이 끌고 가는 이 기형적 구조, 이것은 협력이 아니라 국가 기능의 붕괴다.
국회는 입법을 미루고, 정부는 결정을 미루고, 결국 현장은 스스로 살 길을 찾는다.
이것이 지금 대한민국이다.

■ “정쟁이 산업을 죽인다.”… 국회는 책임을 피할 수 없다
AI는 기다리지 않는다.

They understand a fundamental truth:
In the age of AI, victory is determined not by technology alone, but by power supply, speed, and decisive action.
So what is South Korea’s National Assembly doing?
The RE100 Industrial Complex Special Act,
the Data Center Siting Deregulation Act,
and the Renewable Energy Direct Trading Act—
These three critical bills are still sitting idle in committee drawers.
Debate is endless. Responsibility is absent.
Time moves forward, but the Assembly stands still.
This is exactly how a nation falls behind.
