이날 선언에는 김미경 광주대 교수, 김양곤 목포해양대 교수, 김진혁 전남대 공대 교수, 양은숙 변호사, 유난이 GIST 교수, 이동휘 동신대 교수, 이재홍 순천대 교수, 이철갑 조선대 명예교수, 정금호 전남대(여수) 교수, 조고미 호남대 교수, 주정민 전남대 교수, 서정훈 전 광주시민권익위원장 등 지역 학계를 대표하는 인사들이 대거 참여했다.

지지 선언에 참여한 전문가들은 통합특별시장이 갖추어야 할 핵심 조건으로 세 가지를 제시했다.
첫째, 전남과 광주의 이해를 균형 있게 조율할 수 있는 포용적 리더십,
둘째, 중앙정부와 국회를 상대로 권한과 재원을 확보할 수 있는 정책 실행력,
셋째, 시민 중심의 소통과 공공성을 기반으로 한 행정 철학이다.
이들은 민 후보가 이러한 기준을 충족하는 인물로 평가받고 있다고 밝혔다.

학계와 전문가 집단은 민 후보 지지 이유로 ‘현장 행정 경험’과 ‘국회 입법 성과’를 동시에 갖춘 점을 핵심 근거로 제시했다.

지지 선언문을 낭독한 주정민 전남대 교수는 “권위보다 소통을, 효율보다 공정을 앞세우는 행정 철학은 통합 과정에서 발생할 갈등을 조정하고 새로운 공동체를 구축하는 데 가장 적합하다”며 “전남과 광주의 통합이라는 역사적 과제를 현실로 완성할 지도자로 민형배 후보를 강력히 지지한다.”고 강조했다.

A total of 1,000 professors, researchers, and specialists from across Jeonnam and Gwangju held a declaration ceremony at the Gwangju Metropolitan Council on April 1, officially endorsing Min Hyung-bae, a National Assembly member (Gwangsan-eul, Gwangju) and candidate in the Democratic Party primary for mayor of the integrated special city.

The participating experts outlined three essential qualifications for the mayor of the integrated special city:
First, inclusive leadership capable of balancing the interests of both Jeonnam and Gwangju;
Second, policy execution capacity to secure authority and financial resources from the central government and the National Assembly;
Third, an administrative philosophy grounded in citizen-centered communication and public interest.
They stated that Candidate Min meets these criteria.

Professor Joo Jung-min of Chonnam National University, who read the declaration, stated:
