존경하는 전남광주통합특별시민 여러분,
사랑하는 우리 아이들과 교직원, 학부모 여러분,

광주민주진보시민교육감 단일후보 정성홍입니다.

저는 우리 전남광주 아이들 "모두가 빛나는 무등(등급 없는)교육"을 실현하기 위해 이 자리에 섰습니다.

전남과 광주가 헤어진 지 40년 만에 다시 하나가 되었습니다.
지난 3월 전남광주통합 특별법이 제정되고 7월1일 전남광주특별시로 새롭게 출발합니다.

충분한 논의와 시간 없이 이루어진 통합으로 인해 시도민들의 혼란과 부담, 특히, 교육 행정 통합 과정에서 교육계의 우려와 반발이 있는 것도 사실입니다.

그러나 행정통합은 거스를 수 없는 흐름이며 위기를 기회로 바꿀 수 있는 희망이기도 합니다.
그래서 저는 이 통합의 방향을 아이들의 미래를 바꿀 역사적 기회로 여기고,
통합으로 발생하는 기회와 자원 모두 아이들의 현재와 미래에 집중하겠습니다.

전남광주를‘세계가 배우러 오는 교육도시’, ‘500만 미래교육특별시’로 만들겠습니다.

이를 위해 다섯 가지를 약속드립니다.

첫째, 권역마다 세계적인 미래학교를 만들겠습니다.
광주와 전남을 서부, 동부, 광주권 세 권역으로 나누어 각 권역마다 세계 수준의 미래학교를 구축하겠습니다.
AI, 반도체, 에너지, 바이오, 예술과 스포츠까지 각 분야 최고의 전문가와 산업, 연구기관이 함께하는 산·학·연 연계 교육과정으로 학교를 혁신하겠습니다.
아이들이 교과서를 넘어 세상을 움직이는 기술과 사람을 직접 배우는 학교, 그것이 미래학교입니다.
또한, 모든 고등학교에 국제교환 프로그램을 도입하여 우리 아이들이 해외 학교에서 배우고, 해외 학생들이 전남광주 학교로 찾아오는 글로벌 교육 환경을 만들겠습니다.
단기 교환부터 학기 교환, 온라인 공동수업까지 모든 학생이 최소 한번은 세계와 연결되는 교육을 경험하도록 하겠습니다.

둘째, 우리 지역의 양질의 일자리는 우리 아이들의 몫이 되도록 하겠습니다.
전남광주에서 배우고 성장한 아이들이 수도권으로 떠나는 것이 아니라 우리 지역에 서 꿈을 실현하는 교육으로 바꾸겠습니다. 새로 들어설 산업과 기관, 새로 생겨날 양질의 일자리를 전남광주의 아이들에게 돌리겠습니다.

학교와 산업을 연결하고, 교육과 일자리를 연결하여 배움이 삶으로 이어지는 교육 구조를 만들겠습니다.
교육이 지역의 미래를 만드는 가장 강력한 시스템이 되게 하겠습니다.

셋째, 어디에서 태어나도 동질의 교육 혜택을 받게 하겠습니다.
도시냐 농촌이냐가 아이의 교육 기회를 갈라놓아서는 안 됩니다.
통합시대에는 교육 자원과 인프라를 전남광주 전체에 균형있게 배치하겠습니다.
전남광주 어디서 태어나도 같은 수준의 교육을 받게 하겠습니다.
아이의 출발선이 태어난 지역으로 결정되는 시대를 끝내겠습니다.

넷째, 교사를 통합시대 교육대전환의 중심에 세우겠습니다.
교육의 성패는 결국 교실에서 결정됩니다.
그리고 교실은 교사가 만듭니다.
교육의 질은 교사의 질을 넘을 수 없습니다.
저는 교사를 통합시대 교육대전환의 가장 중요한 주체로 세우겠습니다.
행정에 묶여 아이들의 교육에 차질이 생기지 않도록 하겠습니다.
행정은 교육청이 맡고, 교사는 교육에 집중하는 구조로 학교별 행정지원 체계를 구축하겠습니다.


다섯째, 지금만 가능한 교육대전환을 이루겠습니다.
전남과 광주가 하나의 도시로 출발하는 지금 이순간,
교육도 새로운 단계로 올라서야 합니다.
학교와 대학, 연구기관과 기업, 도시와 농촌, 전남과 광주를 하나로 연결하여 새로운 교육 생태계를 만들겠습니다.

존경하는 전남광주특별시민 여러분!

이 기회는 지금 아니면 다시 잡기 어렵습니다.
이 변화는 책상위에서 만들어지지 않습니다.
36년 교실에서 아이들과 함께한 사람,
현장에서 교육을 실천해 온 사람,
광장에서 시민들과 함께 내란을 막았던 사람,
현장 전문가가 교육감이 되어 이 변화를 시작하겠습니다.

전남광주는 대한민국 민주주의 길을 밝혀온 정의로운 도시입니다.
이제는 전남과 광주는 하나가 되어 대한민국 교육의 새로운 길을 여는 도시가 되어야 합니다.

전남광주 통합의 가장 큰 수혜자는 바로 우리 아이들이어야 합니다.
세계적인 교육을 받는 아이들,
우리 지역에서 꿈을 펼치는 청년들,
어디서 태어나도 같은 교육을 받는 아이들,

교사와 함께 교육을 바꾸는 도시,
아이들이 찾아오고, 청년이 떠나지 않는 도시,
교육이 지역을 살리는 도시,
교육으로 500만 미래교육특별시를 열겠습니다.

Vision for Integrated Education in Jeonnam–Gwangju Metropolitan City
Declaration of Candidacy for Superintendent of Education
Respected citizens of Jeonnam–Gwangju Metropolitan City,
Dear students, teachers, and parents,
I am Jeong Seong-hong, the unified progressive civic candidate for Superintendent of Education in Gwangju.
I stand before you today to realize an education where every child in Jeonnam–Gwangju shines—an “Mudeung (no-ranking) education” where no one is left behind.
After 40 years apart, Jeonnam and Gwangju have become one again.
With the enactment of the Special Act for Integration this March, we will officially launch as Jeonnam–Gwangju Metropolitan City on July 1.
It is true that this integration, carried out without sufficient time for discussion, has caused confusion and concern among citizens—particularly within the education community regarding administrative integration.
However, integration is an irreversible 흐름 (trend), and also an opportunity to turn crisis into hope.
I therefore see this moment as a historic opportunity to transform the future of our children, and I will ensure that every opportunity and resource created by integration is directed toward their present and future.
I will build Jeonnam–Gwangju into a
“Global Education City that the world comes to learn from,”
and a “5-million Future Education Metropolitan City.”
To achieve this, I promise five key initiatives:
First, we will establish world-class future schools in every region.
We will divide Jeonnam–Gwangju into three zones—Western, Eastern, and Gwangju—and build globally competitive future schools in each.
These schools will offer innovative curricula connected to industry, academia, and research, covering fields such as AI, semiconductors, energy, biotechnology, arts, and sports.
Schools will go beyond textbooks—
places where students directly engage with technologies and people shaping the world.
In addition, every high school will implement international exchange programs, enabling students to study abroad while welcoming global students into Jeonnam–Gwangju.
From short-term exchanges to semester programs and online joint classes, every student will experience global learning at least once.
Second, quality local jobs will belong to our children.
We will transform education so that students educated in Jeonnam–Gwangju can realize their dreams here, rather than leaving for the capital region.
New industries, institutions, and high-quality jobs created in this region will be prioritized for our students.
By connecting schools with industry and education with employment,
we will build a system where learning leads directly to life opportunities.
Education will become the most powerful engine shaping our regional future.
Third, equal educational opportunities will be guaranteed regardless of birthplace.
Whether a child is born in a city or a rural area must not determine their educational opportunities.
In the era of integration, educational resources and infrastructure will be distributed evenly across Jeonnam–Gwangju.
No matter where a child is born, they will receive the same level of education.
We will end the era where a child’s starting line is defined by geography.
Fourth, teachers will be placed at the center of educational transformation.
The success of education is ultimately determined in the classroom.
And classrooms are created by teachers.
The quality of education cannot exceed the quality of teachers.
I will position teachers as the central drivers of educational transformation in the integrated era.
Administrative burdens will not interfere with teaching.
Education offices will handle administration, allowing teachers to focus fully on education through strengthened school-level administrative support systems.
Fifth, we will achieve a once-in-a-generation educational transformation.
At this historic moment—when Jeonnam and Gwangju begin anew as one city—education must also rise to a new level.
We will build a new educational ecosystem by connecting schools, universities, research institutes, companies, cities, rural communities, and the entire Jeonnam–Gwangju region.
Respected citizens of Jeonnam–Gwangju,
This opportunity may not come again.
This transformation will not be created at desks.
It must be led by someone who has spent 36 years in classrooms with students,
who has practiced education in the field,
who has stood with citizens in public squares to defend democracy.
A field expert must become Superintendent of Education to begin this change.
Jeonnam and Gwangju have long been cities that illuminated the path of democracy in Korea.
Now, united as one, we must become a city that opens a new path for education in Korea.
The greatest beneficiaries of integration must be our children:
Children receiving world-class education,
young people realizing their dreams in their hometown,
children enjoying equal opportunities regardless of birthplace.
A city where teachers and citizens transform education together.
A city where children come and young people stay.
A city where education revitalizes the region.
Through education, we will open the era of a
5-million Future Education Metropolitan City.
