전남 진도가 단순한 섬을 넘어, 문화·해양·에너지 산업이 융합된 ‘지속가능 미래섬’으로의 대전환을 공식 선언했다.

진도는 다도해의 자연자원을 기반으로 ‘체류형 관광’ 중심으로 관광 패러다임을 전환한다.
세방낙조 등 대표 관광지를 프리미엄화하고, 숙박과 체험이 결합된 관광 인프라를 대폭 확충할 방침이다.
또한 진도개 브랜드를 활용한 특화 관광 콘텐츠를 개발하고, 섬과 연안을 연결하는 관광 프로그램을 확대해 지역 전반의 관광 체류 시간을 늘린다는 전략이다.

■ “김에서 세계시장까지”… 수산업 고부가가치 혁명
진도의 핵심 산업인 수산업 역시 단순 생산 중심에서 벗어나 고부가가치 산업으로 전환된다.
김과 해조류를 중심으로 가공 및 수출 인프라를 강화하고, 온라인 직거래와 K-푸드 연계 유통망을 확대해 글로벌 시장 경쟁력을 높인다.
또한 서망항의 국가어항 확장을 추진하고, 어업과 양식업의 스마트화를 통해 생산성과 품질을 동시에 끌어올릴 계획이다.

도서지역의 구조적 한계를 극복하기 위한 ‘생활 기반 혁신’도 핵심 축으로 제시됐다.
국도 18호선 노선 조정 등 교통 접근성을 개선하고, 철도 연장 타당성 검토를 통해 광역 교통망과의 연결성을 강화한다.
동시에 의료·교육·교통 등 최소 생활 서비스를 공공화하고, 농어촌 돌봄 체계를 구축해 고령화 대응에도 나선다.
이는 ‘섬에서도 도시 수준의 삶을 보장하겠다.’는 정책적 전환으로 해석된다.

■ “에너지는 소득이다”… 해상풍력·재난 대응 인프라 구축
진도는 에너지 전환을 지역 소득으로 연결하는 전략도 병행한다.
공공주도 해상풍력 집적화단지를 단계적으로 조성하고, 주민 참여형 수익 공유 모델을 도입해 지역 경제와 직접 연결한다.
또한 소포지구 방조제 개보수와 배수시설 확충 등 재난 대응 인프라를 강화해 기후위기에 대응하는 안전 기반도 구축한다.

■ “진도는 더 이상 섬이 아니다”… 남해안 미래모델로 부상
이번 5대 전략은 단순한 지역 विकास 계획을 넘어, 문화·관광·산업·에너지·복지를 하나로 묶는 ‘통합형 지역 발전 모델’이라는 점에서 의미가 크다.
진도는 이를 통해 ‘머무는 관광지’, ‘수익을 만드는 바다’, ‘삶이 가능한 섬’을 동시에 실현하며, 대한민국 섬 정책의 새로운 기준을 제시한다는 목표다.

The newly announced “Five Strategic Pillars for Culture, Marine, and Energy in Jindo” are being recognized as a comprehensive growth model that simultaneously advances tradition and industry, as well as environment and economy. The initiative is drawing attention as a key driver for development along Korea’s southern coast.
■ “Culture is Industry”… Expanding Jindo Folk Arts onto the Global Stage
Jindo aims to transform its rich traditional folk heritage from mere preservation into a full-fledged cultural industry.
Centered around the iconic Jindo Arirang, the plan seeks to globalize folk arts through expanded international exchanges, developing them into competitive global cultural content.
To achieve this, the region will establish the “Namdo Harmony Jindo Folk Arts Cluster” and promote content industrialization in collaboration with the National Gugak Center for the South (Namdo).
Additionally, creative residential spaces for artists and young creators will be developed, ensuring that the foundation for cultural production is firmly rooted in the region.
■ “Turning the Sea into a Place to Stay”… Full Restructuring of Marine and Island Tourism
Jindo plans to shift its tourism paradigm toward a “stay-oriented model” based on the natural resources of the Dadohae archipelago.
Key scenic destinations such as Sebang Sunset will be upgraded into premium attractions, while accommodations and experiential tourism infrastructure will be significantly expanded.
The region will also develop specialized tourism content leveraging the Jindo dog brand and expand integrated island and coastal tourism programs to increase visitor stay duration across the region.
■ “From Seaweed to Global Markets”… High Value-Added Fisheries Revolution
Jindo’s core fisheries industry will also undergo a transformation from simple production to high value-added industrialization.
The plan includes expanding processing and export infrastructure for seaweed, particularly laver (gim), while strengthening distribution through online direct sales and K-food-linked global channels.
Efforts will also be made to expand Seomang Port into a national fishing port and to introduce smart technologies into fisheries and aquaculture, enhancing both productivity and quality.
■ “Islands Like Cities”… Advancing Transportation, Healthcare, and Welfare Infrastructure
Improving the fundamental living conditions of island communities is another key pillar of the strategy.
Measures include adjusting National Route 18 to improve transportation access and reviewing the feasibility of railway extensions to strengthen regional connectivity.
At the same time, essential public services—such as healthcare, education, and transportation—will be guaranteed, alongside the establishment of rural care systems to address aging populations.
This marks a policy shift aimed at ensuring urban-level quality of life even on remote islands.
■ “Energy Means Income”… Offshore Wind and Disaster Resilience Infrastructure
Jindo also plans to link energy transition directly to local income generation.
Public-led offshore wind power cluster complexes will be developed in phases, with resident-participation profit-sharing models introduced to connect energy production with the local economy.
In addition, disaster resilience infrastructure—including the reinforcement of the Sopo district seawall and drainage systems—will be strengthened to respond to climate change risks.
■ “Jindo Is No Longer Just an Island”… Emerging as a Southern Coast Future Model
The five strategic pillars go beyond a simple regional development plan, representing an integrated model that combines culture, tourism, industry, energy, and welfare.
Through this initiative, Jindo aims to simultaneously achieve a “stay-oriented tourism destination,” a “sea that generates income,” and a “livable island,” setting a new national standard for island policy in Korea.
Local communities express strong expectations, noting that “Jindo is no longer an isolated island but is poised to become a central hub for future strategies along the southern coast.”
