광주 남구가 청년과 삶의 질, 그리고 미래 산업이 결합된 ‘생활 혁신 도시’로의 대전환을 선언했다.
더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)은 광주 남구를 “청년이 머물고, 삶이 편안하며, 산업이 성장하는 도시”로 재편하기 위한 ‘청년·주거·에너지 혁신 5대 전략’을 전격 발표했다.
이번 전략은 단순한 지역 공약을 넘어, 인구 유출·주거 노후화·산업 기반 부족 등 남구의 구조적 문제를 동시에 해결하겠다는 ‘도시 체질 개선 프로젝트’라는 점에서 주목된다.

■ “청년이 떠나지 않는 도시”… 대학 연계 창업 생태계 구축
민 후보는 남구의 핵심 과제로 ‘청년 정착’을 제시하며, 대학과 산업을 연결하는 창업 생태계 구축을 전면에 내세웠다.
광주대학교와 송원대학교를 중심으로 한 ‘청년 기술창업 클러스터’를 조성하고, 기업가정신 교육부터 창업 인큐베이팅, 기술사업화까지 이어지는 전주기 지원 체계를 구축한다는 구상이다.
특히 청년 창업 공간 확대와 문화·창업이 결합된 복합 플랫폼 조성을 통해 남구를 ‘청년이 모이는 도시’로 바꾸겠다는 전략이다.

■ “낡은 주거에서 삶의 질로”… 도시재생·주거 혁신 본격화
노후 주거지 문제 해결을 위한 전면적인 도시재생도 추진된다.
그린리모델링 지원 확대와 공공임대주택 확충을 통해 주거 안정성을 높이고, 청년층의 임대료 부담을 완화하는 정책이 병행된다.
방림동 일대 도시재생 뉴딜사업과 함께 백운광장 주변은 공중보행로와 결합된 ‘도심 명소’로 탈바꿈시키겠다는 계획이다.
이는 단순한 정비를 넘어, 주거·상권·문화가 결합된 생활권 혁신으로 이어질 전망이다.

■ “에너지가 산업을 만든다.”… 남구, 미래산업 거점으로 전환
민 후보는 남구를 에너지 산업 중심지로 육성하겠다는 구상도 밝혔다.
에너지밸리 일반산단 활성화를 기반으로 혁신기업을 유치하고, 재생에너지 특화 산업단지를 조성해 산업 기반을 확대한다는 전략이다.
여기에 AI 기업과 데이터센터 유치를 추진하고, 스마트 시니어 헬스케어 산업까지 육성해 ‘에너지+AI+헬스케어’가 결합된 미래 산업 구조를 구축한다는 계획이다.

■ “상권과 문화가 살아야 도시가 산다”… 전통시장 르네상스
지역 경제 활성화를 위한 전통상권 회복 전략도 포함됐다.
무등시장과 군분로 일대를 중심으로 ‘상권 르네상스 프로젝트’를 추진하고, 디지털 전통시장과 테마거리를 조성해 소비와 관광을 동시에 끌어올린다는 방침이다.
또한 전통·문화·예술이 결합된 ‘TCA 밸리’를 조성하고, 대촌 고싸움놀이 등 지역 문화자원을 관광 콘텐츠로 연결해 남구의 문화 경쟁력을 강화한다는 구상이다.

■ “이동이 바뀌면 도시가 바뀐다.”… 교통·생활 인프라 대확장
교통과 생활 인프라 확충도 핵심 전략으로 제시됐다.
도시철도 2호선 3단계 구간(백운광장~진월~효천역) 연장 방안을 모색하고, 광주–나주 광역철도의 효천역 경유를 추진해 광역 교통망을 강화한다.
또한 백운광장 교통체계 개선과 도로망 확충, 다목적 복합커뮤니티센터 건립을 통해 생활 편의성을 획기적으로 끌어올린다는 계획이다.

■ “남구가 바뀌면 광주가 바뀐다”… 생활혁신 도시 선언
민형배 후보는 “남구는 더 이상 낙후된 주거지역이 아니라, 청년·산업·문화가 결합된 미래 도시로 전환돼야 한다.”며
“청년이 떠나지 않고 머무르는 구조, 시민의 삶이 편안해지는 도시를 만들어 광주 전체의 변화를 이끌겠다.”고 강조했다.

이번 ‘남구 5대 혁신 전략’은 광주 전역을 넘어 전남·광주 통합특별시의 생활 모델을 제시하는 시금석이 될 것으로 평가된다.

Min Hyung-bae, a National Assembly member (Gwangsan-eul, Gwangju) and candidate in the Democratic Party’s primary for the integrated Jeonnam–Gwangju metropolitan city, announced a comprehensive “5-point strategy for youth, housing, and energy innovation” aimed at reshaping Nam-gu into a city “where young people stay, life is comfortable, and industries thrive.”
This initiative goes beyond a typical regional pledge, drawing attention as a “city structural reform project” designed to simultaneously address population outflow, aging housing, and weak industrial foundations.
■ “A City Where Youth Don’t Leave”… Building a University-Linked Startup Ecosystem
Min identified youth retention as a core priority and proposed building a startup ecosystem connecting universities with local industries.
The plan includes establishing a “youth tech startup cluster” centered on Gwangju University and Songwon University, along with a full-cycle support system covering entrepreneurship education, incubation, and technology commercialization.
By expanding startup spaces and creating integrated cultural–startup platforms, the strategy aims to transform Nam-gu into a hub that attracts young talent.
■ “From Aging Housing to Quality Living”… Full-Scale Urban Regeneration
Comprehensive urban regeneration is also a key pillar in addressing aging residential areas.
The plan includes expanding green remodeling support and public rental housing, alongside measures to stabilize rent for young residents.
Urban regeneration projects in the Bangrim area, combined with the transformation of Baekun Square into a landmark featuring elevated pedestrian walkways, aim to create a revitalized urban environment.
This goes beyond physical redevelopment, targeting integrated improvements in housing, commerce, and cultural life.
■ “Energy Creates Industry”… Transforming Nam-gu into a Future Industry Hub
Min also outlined a vision to develop Nam-gu into a center for the energy industry.
The strategy focuses on revitalizing the Energy Valley industrial complex, attracting innovative companies, and establishing specialized renewable energy industrial zones.
In addition, efforts will be made to attract AI companies and data centers, while fostering smart senior healthcare industries—forming a future-oriented structure combining energy, AI, and healthcare.
■ “Cities Thrive When Commerce and Culture Thrive”… Traditional Market Renaissance
Revitalizing local commerce is another key component of the plan.
The “commercial renaissance project” will focus on areas such as Mudeung Market and Gunbun-ro, with initiatives to create digital traditional markets and themed streets to boost consumption and tourism.
The plan also includes establishing a “TCA (Tradition, Culture, Arts) Valley” and linking local cultural assets—such as the Daechon Gossaum (traditional wrestling festival)—to tourism content, enhancing Nam-gu’s cultural competitiveness.
■ “When Mobility Changes, Cities Change”… Expanding Transport and Infrastructure
Transportation and infrastructure expansion are also central to the strategy.
Plans include exploring the extension of Phase 3 of Gwangju Metro Line 2 (Baekun Square–Jinwol–Hyocheon Station) and promoting the inclusion of Hyocheon Station in the Gwangju–Naju metropolitan railway.
Improvements to the Baekun Square traffic system, expansion of road networks, and construction of multi-purpose community centers aim to significantly enhance daily convenience.
■ “When Nam-gu Changes, Gwangju Changes”… Declaration of a Life Innovation City
Min stated, “Nam-gu must no longer remain an underdeveloped residential area, but evolve into a future city where youth, industry, and culture are integrated.”
He added, “We will create a structure where young people stay and citizens enjoy a comfortable life, leading transformation across Gwangju as a whole.”
The “5-point innovation strategy for Nam-gu” is expected to serve as a benchmark model not only for Gwangju but also for the future integrated Jeonnam–Gwangju metropolitan city.
