광주 북구가 인공지능(AI)과 연구개발, 청년 정주가 결합된 ‘대한민국형 미래 혁신도시’로의 대전환을 공식 선언했다.
더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배는 북구를 “AI와 연구가 실제 일자리로 이어지고, 청년이 머무는 구조를 갖춘 도시”로 재편하기 위한 ‘AI·연구·청년혁신 5대 전략’을 전격 발표했다.
이번 전략은 단순한 지역 공약을 넘어, 산업·교육·정주·문화·교통을 하나로 연결하는 ‘완결형 도시 혁신 모델’이라는 점에서 주목된다.

■ “AI가 산업을 만든다.”… 국가급 혁신거점 구축
민 후보는 북구를 대한민국 AI 산업의 핵심 축으로 키우겠다는 구상을 분명히 했다.
핵심은 ‘초거대 AI 인프라’와 ‘반도체 기반 산업 생태계’ 구축이다.

북구의 강점인 대학과 연구 인프라를 중심으로 ‘인재-산업 연결 도시’ 구축도 핵심 축이다.
민 후보는 ▲전남대학교·GIST 연계 AI·반도체 인재 허브 구축 ▲산학일체형 취업 연계 교육 확대 ▲캠퍼스 혁신파크 조성 ▲청년 연구·창업 지원 시스템 강화 등을 제시했다.
또한 공공 예술교육기관과 연구기관 유치를 통해 ‘교육·연구·문화가 결합된 복합 인재 도시’로 도약시키겠다는 구상이다.

■ “청년이 머물러야 도시가 산다”… 정주혁신 본격화
청년 유출 문제 해결을 위한 ‘정주 중심 정책’도 대폭 강화된다.
민 후보는 ▲첨단산단 청년 기술직 정주 패키지 지원 ▲주거·교통·보육 통합 지원 ▲본촌·첨단산단 스마트 그린산단 전환 ▲지역 IT기업 입주 인프라 확대 등을 통해 ‘일자리 + 삶의 질’을 동시에 해결하는 구조를 만들겠다고 밝혔다.
이는 단순 취업 지원을 넘어, 청년이 지역에 ‘정착할 수 있는 환경’을 만드는 데 초점이 맞춰져 있다.

■ “문화가 산업이다”… 콘텐츠 중심 도시 재편
북구를 문화·콘텐츠 산업 중심지로 키우겠다는 계획도 포함됐다.
주요 내용은 ▲광주비엔날레 상설 전시관 건립 ▲문화콘텐츠 기반 글로벌 테마파크 조성 검토 ▲청소년 미래체험센터(AI·UAM·미래도시 체험) 구축 ▲무등산 생태문화 탐방로 정비 등이다.
특히 AI와 문화콘텐츠를 결합한 ‘창의 산업 생태계’ 구축이 핵심으로 제시됐다.

■ “도시의 경쟁력은 속도”… 교통 혁신과 공간 재생
도시 경쟁력의 핵심인 교통과 공간 구조도 전면 개편된다.
민 후보는 ▲북구 광역 BRT 노선 확충 ▲첨단~전남대~주거지 급행 교통망 구축 ▲광주~대구 달빛내륙철도 조속 추진 ▲광주선 단계적 지하화 및 도심 재생 ▲호남고속도로 확장 및 관문도로 개선 등을 추진하겠다고 밝혔다.
이는 산업·교육·주거가 유기적으로 연결되는 ‘속도 중심 도시 구조’ 구축 전략으로 해석된다.

■ “북구가 바뀌면 광주의 미래가 바뀐다.”
민형배는 “AI와 연구는 반드시 일자리로 연결돼야 하고, 청년은 떠나는 존재가 아니라 머무는 주체가 되어야 한다.”며 “광주 북구를 대한민국 AI·연구·청년 혁신의 표준 도시로 만들겠다.”고 강조했다.

Min Hyung-bae, a candidate in the Democratic Party primary for the Gwangju–Jeonnam Integrated Special City mayoral race, announced a comprehensive “Five Strategies for AI, Research, and Youth Innovation” to reshape Buk-gu into a city where “AI and research lead directly to jobs, and where young people choose to stay.”
This initiative goes beyond a typical regional pledge, drawing attention as a “complete urban innovation model” that connects industry, education, living conditions, culture, and transportation into a unified system.
■ “AI Creates Industry”… Building a National-Level Innovation Hub
Min emphasized his vision to develop Buk-gu into a central pillar of Korea’s AI industry.
At the core is the establishment of “ultra-large-scale AI infrastructure” and a “semiconductor-based industrial ecosystem.”
Key initiatives include:
Establishing a hyperscale AI computing center
Creating an AI semiconductor research and corporate cluster
Attracting a global AI demonstration valley and data centers
Building a future mobility safety certification center

■ “Universities Lead Industry”… Transforming into a Talent Hub City
Leveraging Buk-gu’s strong university and research base, the plan also focuses on building a city where talent and industry are closely connected.
Major initiatives include:
Establishing an AI and semiconductor talent hub in collaboration with Chonnam National University and GIST
Expanding industry-linked education programs tied directly to employment
Developing campus innovation parks
Strengthening support systems for youth research startups
Additionally, the plan includes attracting public arts education institutions and research centers to evolve into a “comprehensive talent city” combining education, research, and culture.
■ “Cities Survive When Youth Stay”… Full-Scale Settlement Innovation
Addressing youth outflow is another key priority, with a strong focus on improving living conditions.
Min proposed:
Settlement support packages for young technical workers in advanced industrial complexes
Integrated support for housing, transportation, and childcare
Transition of Bonchon and 첨단 industrial complexes into smart green industrial zones
Expansion of infrastructure to attract local IT companies

Transportation and spatial restructuring—key elements of urban competitiveness—will also be overhauled.
Major plans include:
Expanding Bus Rapid Transit (BRT) routes in Buk-gu
Establishing express transit linking 첨단, Chonnam National University, and residential areas
Accelerating the Gwangju–Daegu Dalbit Inland Railway project
Gradual undergrounding of the Gwangju Line and urban regeneration
Expanding the Honam Expressway and improving gateway road systems
This reflects a strategy to build a “speed-oriented urban structure” where industry, education, and residential areas are seamlessly connected.
■ “If Buk-gu Changes, Gwangju’s Future Changes”
Min Hyung-bae stated,
