기후에너지환경부 산하 국립호남권생물자원관(관장 박진영)이 섬 연구기관 간 협력 강화를 위한 본격적인 행보에 나섰다.

국립호남권생물자원관은 국립해양유산연구소, 한국섬진흥원, 국립목포대학교 도서문화연구원과 함께 4월 30일 목포오션호텔에서 「2026년 섬 연구기관 협의회 섬포럼」을 개최했다고 밝혔다.

이번 포럼은 ‘섬 연구기관협의회’ 업무협약 체결을 기념하고, 참여기관 간 공동연구 방향을 구체화하는 한편 협력체계 구축을 위해 마련됐다.
앞서 국립호남권생물자원관을 비롯한 4개 기관은 지난 1월 협의회를 공식 출범시키고, 섬을 중심으로 한 학술·정책 연구 협력 기반을 지속적으로 확대해 왔다.

이날 포럼은 발표와 종합토론으로 나뉘어 진행됐다.
발표 세션에서는 대한민국 섬박물관 필요성과 섬 가치 증진 방안(한국섬진흥원 육수현 부연구위원), 섬 생물다양성 연구의 현재와 미래(국립호남권생물자원관 조종원 부장), 국내 섬 소재 국가유산 현황 및 해양유산 조사연구 방안(국립해양유산연구소 정성목 학예연구관), 도서지역 기반 ESD 실천 모델로서 ‘찾아가는 섬 아카데미’의 가능성(목포대학교 도서문화연구원 이경아 연구교수) 등이 제시됐다.

이어진 종합토론에서는 ‘섬 연구기관협의회 공동 연구 아젠다 도출’을 주제로 국가유산청, 전라남도, 국립호남권생물자원관, 고려대학교, 목포대학교 등 관계기관과 전문가들이 참여해 심도 있는 논의를 펼쳤다.

토론자들은 섬 생물자원과 주민 생활지식을 연계한 주민참여 형 보전·활용 체계 구축, 생물·기록·유산·교육을 아우르는 디지털 아카이브 구축, 비지정 국가유산 및 해양유산 조사 확대와 행정관리 체계 편입 등 구체적인 정책 방향을 제시했다.

특히 참석자들은 섬 연구기관 간 협력이 단순한 학술 교류를 넘어, 지속가능한 섬 정책으로 확장되어야 한다는 데 뜻을 모으며 실질적인 협업 필요성을 강조했다.

박진영 국립호남권생물자원관장은 “이번 섬 포럼을 통해 섬 지역의 생물다양성, 역사적 기록, 문화유산이 결합된 통합적 가치를 창출할 것”이라며 “협의회의 긴밀한 협업을 바탕으로 섬 지역의 지속가능한 발전과 주민 삶의 질 향상을 위한 실효성 있는 정책 마련에 힘쓰겠다.”고 밝혔다.

이번 포럼은 섬을 둘러싼 생태·문화·교육 자원을 하나의 정책 축으로 통합하려는 시도로, 향후 전라남도를 중심으로 한 섬 정책의 방향성을 제시하는 중요한 전환점이 될 것으로 기대된다.

“2026 Island Forum” Launches Full-Scale Joint Research and Policy Cooperation

The National Marine Biodiversity Institute of Korea, under the Ministry of Climate, Energy and Environment (Director: Park Jin-young), has begun full-scale efforts to strengthen cooperation among island research institutions.
The institute announced that it co-hosted the “2026 Island Research Institutions Council Forum” on April 30 at Mokpo Ocean Hotel, together with the National Research Institute of Maritime Cultural Heritage, the Korea Island Development Institute, and the Mokpo National University Island Culture Research Institute.
The forum was organized to commemorate the signing of a memorandum of understanding (MOU) for the Island Research Institutions Council and to establish a concrete direction for joint research while building a cooperative framework among participating organizations.
Previously, the four institutions officially launched the council in January and have since continued discussions on collaborative academic and policy research centered on island regions.
The forum consisted of presentations and a comprehensive discussion session.
The presentation session covered key topics, including:
The necessity of a national island museum and strategies to enhance island value (Yuk Soo-hyun, Associate Research Fellow, Korea Island Development Institute)
The present and future of island biodiversity research (Cho Jong-won, Head of Division, National Marine Biodiversity Institute of Korea)
The current status of national heritage on islands and strategies for marine heritage research (Jeong Seong-mok, Curator, National Research Institute of Maritime Cultural Heritage)
The potential of a “Visiting Island Academy” as an Education for Sustainable Development (ESD) model in island regions (Lee Kyung-ah, Research Professor, Mokpo National University)
In the subsequent discussion session, experts and officials from the Cultural Heritage Administration, Jeollanam-do Province, the National Marine Biodiversity Institute of Korea, Korea University, and Mokpo National University engaged in in-depth dialogue under the theme of “Deriving a Joint Research Agenda for the Island Research Institutions Council.”
Participants proposed several policy directions, including:
Establishing a participatory conservation and utilization system linking island biological resources with local knowledge
Building a digital archive integrating biodiversity, historical records, heritage, and education
Expanding surveys of undesignated national and marine heritage and incorporating them into administrative management systems
In particular, attendees emphasized that cooperation among island research institutions should go beyond academic exchange and expand into sustainable island policy, highlighting the need for practical collaboration.
Director Park Jin-young stated, “Through this island forum, we aim to create integrated value by combining biodiversity, historical records, and cultural heritage of island regions. Based on close cooperation among institutions, we will work to develop effective policies that promote sustainable development and improve the quality of life for island residents.”
This forum is expected to serve as a significant turning point in shaping island policy, particularly in Jeollanam-do, by integrating ecological, cultural, and educational resources into a unified policy framework.
