국가유산청 산하 국립해양유산연구소(소장 이은석)는 4월 30일 정오 목포오션호텔에서 ‘2026년 대한민국 섬의 현재와 미래’를 주제로 ‘2026 섬 연구기관협의회 섬 포럼’을 공동 개최했다.

이번 포럼은 기후변화와 인구소멸 등 복합적 위기에 직면한 섬의 지속가능한 발전 해법을 모색하기 위해 마련됐다.
특히 지난 1월 출범한 ‘섬 연구기관협의회’를 중심으로, 한국섬진흥원, 국립호남권생물자원관, 국립목포대학교 도서문화연구원 등 주요 기관이 참여해 연구 성과와 정책 방향을 공유했다.

포럼에서는 섬을 단순한 지역이 아닌 ‘국가유산이자 미래자산’으로 재정의하는 데 초점이 맞춰졌다. 발표는 ▲섬 박물관 필요성과 가치 증진 ▲섬 생물다양성 연구 방향 ▲해양유산 조사·관리 방안 ▲도서지역 지속가능발전교육(ESD) 모델 등 4개 주제로 진행됐으며, 조사·보존·교육·활용을 연계한 통합적 접근이 강조됐다.

이어진 종합토론에서는 한국섬진흥원 이성수 정책연구실장이 좌장을 맡고, 국가유산청과 전라남도, 학계 및 연구기관 관계자들이 참여해 실질적인 협력 방안을 집중 논의했다.

토론자들은 특히 ▲섬 생물자원과 주민 생활지식을 결합한 주민참여형 보전 모델 ▲기록·생태·유산·교육을 통합하는 디지털 아카이브 구축 ▲비지정 해양유산의 체계적 조사 및 행정관리 편입 필요성 등을 핵심 과제로 제시했다.

이날 논의는 단순한 학술 교류를 넘어, 섬 정책의 패러다임을 ‘보존 중심’에서 ‘활용·교육·산업 연계형’으로 전환해야 한다는 공감대를 형성한 점에서 의미를 더했다.

국립해양유산연구소는 앞으로도 관계기관과의 협력을 강화해 공동연구 과제를 지속 발굴하고, 섬 국가유산의 체계적인 조사와 보존·활용 기반을 확대해 나갈 계획이다.

이번 포럼은 섬을 둘러싼 위기를 기회로 전환하기 위한 첫걸음으로, 향후 대한민국 섬 정책의 방향성을 제시하는 중요한 계기가 될 것으로 평가된다.

The National Research Institute of Maritime Cultural Heritage (President: Lee Eun-seok), under the Cultural Heritage Administration, jointly hosted the “2026 Island Research Institutions Council Forum” at noon on April 30 at Mokpo Ocean Hotel under the theme “The Present and Future of Korea’s Islands in 2026.”
The forum was organized to explore sustainable development strategies for islands facing complex challenges such as climate change and population decline.
In particular, major institutions including the Korea Island Development Institute, National Institute of Biological Resources Honam, and the Island Culture Research Institute of Mokpo National University participated under the “Island Research Institutions Council,” launched in January, sharing research outcomes and policy directions.
The forum emphasized redefining islands not merely as geographic regions, but as “national heritage and future assets.” Presentations were delivered under four key themes: ▲the necessity of island museums and strategies to enhance island value ▲current and future directions of island biodiversity research ▲survey and management of maritime heritage ▲models for Education for Sustainable Development (ESD) in island regions. These discussions highlighted an integrated approach linking research, preservation, education, and utilization.
In the panel discussion that followed, chaired by Lee Sung-su, Head of Policy Research at the Korea Island Development Institute, representatives from the Cultural Heritage Administration, Jeollanam-do, academia, and research institutions engaged in in-depth discussions on practical cooperation strategies.
Key proposals included ▲establishing participatory conservation models linking biological resources with local knowledge ▲building a digital archive integrating records, ecology, heritage, and education ▲systematic investigation and administrative integration of undesignated maritime heritage.
The forum went beyond academic exchange, forming a consensus that island policy must shift from a preservation-centered approach to one that integrates utilization, education, and industry.
The National Research Institute of Maritime Cultural Heritage stated that it will continue to strengthen cooperation with related organizations, develop joint research projects, and expand the foundation for systematic investigation, preservation, and utilization of island heritage.
This forum is expected to serve as a meaningful starting point in transforming island-related challenges into opportunities, while setting the future direction of Korea’s island policy.
