“2050 탄소중립, 전남이 동북아 중심에 선다!” — 김영록 지사, 한일해협연안 지사회의서 비전 발표

김영록 전라남도지사는 1일 제주특별자치도에서 열린 제33회 한일해협연안 시도현교류 지사회의에서 ‘2050 전남 탄소중립 비전’을 공식 발표하며, 전남이 대한민국 에너지 대전환을 선도하고 동북아 탄소중립 실현의 중심지로 도약하겠다는 강력한 의지를 밝혔다.

한일해협연안 시도현교류 지사회의는 전남도, 부산광역시, 경남도, 제주특별자치도와 일본 나가사키현, 후쿠오카현, 야마구치현, 사가현 등 한일 8개 시·도현이 참여해 지역 발전과 공통 과제 해결 방안을 논의하는 국제회의로, 1992년부터 한 차례도 끊기지 않고 이어져 왔다.

이번 회의 주제는 ‘UN-SDGs 실현을 위한 탄소중립 시책’으로, 한일 양국의 우호 협력 증진과 지속 가능한 지역 발전을 위한 다양한 의견이 오갔다.

김 지사는 회의에서 전남형 탄소중립 비전의 핵심 전략으로 2026년 전남형 탄소중립 포인트제 시행, 산업 저탄소 전환 및 재생에너지 생태계 조성, 블루카본·그린카본 등 탄소 흡수원 확대, 녹색생활 실천 문화 확산 등 네 가지를 제시했다.

김 지사는 “탄소중립 실현은 결코 쉬운 과제가 아니지만, 한일해협 지역이 지혜와 경험을 나누고 연대한다면 지속 가능한 미래를 함께 열어갈 수 있다.”며 “전남의 재생에너지와 블루카본 등 지역 강점을 살려 동북아 탄소중립 실현의 중심지로 거듭나겠다.”고 강조했다.

회의에서는 또한 8개 시·도현 지사들이 공동선언문을 채택, 2026 여수세계섬박람회 성공 개최를 위해 상호 협력하고, 2026년 유엔기후변화협약(UNFCCC) 기후주간 행사 대한민국 유치에 적극 지지할 것을 약속했다.

전남도는 이번 한일해협연안 시도현교류 지사회의를 계기로 지자체 간 협력 네트워크를 강화하고, 탄소중립 실현을 위한 기술과 정책 교류를 더욱 확대할 계획이다.

“Jeonnam to Lead Northeast Asia in Carbon Neutrality by 2050!” — Governor Kim Young-rok Unveils Vision at Korea-Japan Strait Governors’ Meeting
Governor Kim Young-rok of Jeollanam-do announced the province’s “2050 Carbon Neutrality Vision” at the 33rd Korea-Japan Strait Governors’ Meeting held in Jeju Special Self-Governing Province on November 1, emphasizing Jeonnam’s commitment to lead South Korea’s energy transition and become a central hub for carbon neutrality in Northeast Asia.
The Korea-Japan Strait Governors’ Meeting brings together eight provincial and municipal governments—Jeonnam, Busan, Gyeongnam, Jeju, and Japan’s Nagasaki, Fukuoka, Yamaguchi, and Saga—to discuss regional development and solutions to shared challenges. The international meeting has been held continuously since 1992 without interruption.
This year’s theme focused on “Carbon Neutral Policies for Achieving the UN Sustainable Development Goals (UN-SDGs),” providing a platform to promote bilateral cooperation and sustainable regional development.
During the meeting, Governor Kim introduced four core strategies of Jeonnam’s carbon neutrality vision:
Implementing a Jeonnam-style Carbon Neutrality Points System starting in 2026,
Promoting industrial low-carbon transition and establishing a renewable energy ecosystem,
Expanding carbon sinks such as blue carbon and green carbon, and
Fostering a culture of green living practices.
Governor Kim emphasized, “Achieving carbon neutrality is by no means an easy task, but if the Korea-Japan Strait region shares knowledge and experience and stands in solidarity, we can create a sustainable future together. Leveraging Jeonnam’s strengths in renewable energy and blue carbon, we aim to become the hub of carbon neutrality in Northeast Asia.”
The eight governors also adopted a joint declaration to cooperate for the successful hosting of the 2026 Yeosu World Islands Expo and pledged their support for South Korea to host the 2026 UNFCCC Climate Week.
Jeonnam Province plans to use the Korea-Japan Strait Governors’ Meeting as an opportunity to strengthen intergovernmental cooperation networks and expand the exchange of technologies and policies necessary to achieve carbon neutrality.
