전라남도소방본부는 9일 최민철 제21대 본부장이 취임 첫 공식 일정으로 무안국제공항에 마련된 제주항공 여객기 사고 희생자 합동분향소를 찾아 참배했다고 밝혔다.

최민철 신임 본부장은 별도의 취임식을 전면 생략하고, 합동분향소에서 헌화와 묵념으로 희생자들의 넋을 기리며 전남 소방의 출발을 알렸다.
형식보다 책임을 앞세운 행보로, 재난 대응 기관 수장의 무거운 책무를 상징적으로 드러냈다는 평가다.

참배를 마친 최 본부장은 곧바로 22개 소방서장과 특수대응단장이 참석한 영상회의를 열고, 설 연휴 대비 안전대책과 주요 현안을 점검하며 본격적인 업무에 돌입했다.
대형 인파 이동과 화재·구조·구급 수요 증가가 예상되는 명절을 앞두고, 현장 대응 체계와 지휘 라인을 다시 한 번 점검하는 데 초점을 맞췄다.

최민철 본부장은 1970년 전북 전주 출신으로 서울대학교 공법학과를 졸업했으며, 제44회 사법고시에 합격한 뒤 2005년 소방령 경력채용으로 소방 조직에 입직했다.

강원 철원·속초·영월 소방서장 등 일선 지휘 경험을 시작으로, 국민안전처 119생활안전과장, 소방청 119구조과장과 화재예방국장 등 중앙부처 핵심 보직을 두루 역임했다.

이후 광주소방안전본부장, 경기소방학교장, 전북소방본부장, 강원소방본부장을 거치며 여러 시·도 소방 조직을 이끈 베테랑 지휘관으로 평가받는다.
조직 내 소통을 중시하는 리더십과 합리적 행정 운영을 통해 조직 안정과 현장 대응력을 동시에 강화해 왔다는 점이 강점으로 꼽힌다.

최 본부장은 취임 소감에서 “전국에서 가장 많은 도서지역과 국가산업단지를 보유한 전남의 특수한 소방 환경을 면밀히 반영해 빈틈없는 안전망을 구축하겠다.”며 “도민의 생명과 안전을 최우선 가치로 삼아, 신뢰받는 전남 소방을 만들겠다.”고 밝혔다.

형식보다 현장을, 의전보다 책임을 택한 첫 행보는 전남 소방이 앞으로 지향할 방향을 분명히 보여주고 있다.

The Jeonnam Fire Service announced on the 9th that Choi Min-cheol, the 21st Chief of the Jeonnam Fire Service, began his tenure by paying tribute at the joint memorial for victims of the Jeju Air passenger plane accident, set up at Muan International Airport.
Chief Choi skipped a formal inauguration ceremony and instead honored the victims with a floral offering and a moment of silence at the memorial, marking the start of his service. The decision has been viewed as a symbolic gesture that prioritizes responsibility over formality and underscores the heavy duty borne by the head of a disaster-response agency.
Following the memorial visit, Chief Choi immediately convened a video conference with the heads of 22 fire stations and the special response unit to review safety measures for the Lunar New Year holiday and assess pressing operational issues. With large-scale population movement and increased demand for fire suppression, rescue, and emergency medical services expected during the holiday period, the meeting focused on reinforcing on-site response systems and command structures.
Born in 1970 in Jeonju, North Jeolla Province, Chief Choi graduated from Seoul National University with a degree in Public Law. After passing the 44th Judicial Examination, he joined the fire service in 2005 through a special career recruitment program as a Fire Superintendent.
Beginning with frontline command roles as fire chief in Cheorwon, Sokcho, and Yeongwol in Gangwon Province, he went on to hold key positions including Director of the 119 Life Safety Division at the Ministry of Public Safety and Security, Director of the 119 Rescue Division at the National Fire Agency, and Director-General of the Fire Prevention Bureau.
He later served as Fire Chief of Gwangju, Head of the Gyeonggi Fire Academy, Fire Chief of North Jeolla Province, and Fire Chief of Gangwon Province, earning recognition as a veteran leader with extensive experience across multiple regional fire organizations. He is widely regarded for a leadership style that emphasizes communication within the organization and rational administration, strengthening both organizational stability and field response capabilities.
In his inaugural remarks, Chief Choi stated, “Taking into account Jeonnam’s unique fire service environment—home to the nation’s largest number of island communities and major national industrial complexes—I will build a comprehensive and gap-free safety network.” He added, “By placing the lives and safety of our residents above all else, I will work to create a Jeonnam Fire Service that earns the public’s trust.”
By choosing the field over formality and responsibility over protocol, Chief Choi’s first official step clearly signals the direction in which the Jeonnam Fire Service intends to move forward.
