전남·광주 통합특별시장 경선이 진행 중인 가운데, 특정 후보 지지를 호소하는 문자가 당사자 동의 없이 대량 발송된 사실이 드러나면서 ‘명의도용 불법 선거운동’ 논란이 급속히 확산되고 있다.
더불어민주당 경선 결선투표 첫날인 12일, 광주시민 A씨의 명의가 무단 도용돼 김영록 후보 지지 문자가 지인들에게 대량 발송된 것으로 확인됐다. 당사자는 해당 문자 발송에 대해 전혀 동의한 바 없다고 밝혀 파장이 커지고 있다.

■ “지지한 적도, 보낸 적도 없다”… 당사자 전면 부인
민형배 후보 측 ‘민심캠프’에 따르면, A씨는 김영록 후보에 대한 지지 의사를 밝히거나 문자 발송에 동의한 사실이 전혀 없음에도 불구하고, A씨 명의로 지지 문자가 광범위하게 발송됐다.
A씨는 이후 자신의 소셜미디어를 통해 “나는 어느 후보도 지지하지 않는다.”는 입장을 공개적으로 밝히며 관련 사실을 부인했다.

■ 해명 문자까지 도용… 반복적 명의사용 정황
문제는 여기서 그치지 않았다.
A씨가 입장을 밝힌 직후, 이번에는 “지지 문자를 보낸 적이 없다”는 해명 문자까지 동일한 명의로 자동 발송된 것으로 나타났다.
그러나 A씨는 이 역시 “본인이 보낸 적이 없다”고 밝혀, 단순 오발송이 아닌 반복적·의도적 명의도용 가능성이 제기되고 있다.

■ 민형배 측 “조직적 불법행위 가능성”… 선관위 신고·경찰 고발 착수
민심캠프는 해당 사안을 중대한 선거 질서 훼손 행위로 규정하고 즉각 대응에 나섰다.
민심캠프는 민주당 중앙당 선거관리위원회와 광주시 선거관리위원회에 각각 신고를 접수했으며, 경찰 등 수사기관에 대한 고발도 진행할 방침이다.
캠프 관계자는 “경선이 진행 중인 상황에서 명의도용을 통한 대량 문자 발송은 공정성을 정면으로 훼손하는 중대한 사안”이라며 “단순 실수가 아니라 시스템을 악용한 조직적 불법 행위일 가능성을 배제할 수 없다”고 밝혔다.

■ 유사 사례 추가 제보… 개인정보 유출 경로 규명 쟁점
민심캠프에는 A씨와 유사한 사례들이 잇따라 제보되고 있는 것으로 전해졌다.
이에 따라 문자 발송 주체는 물론, 개인정보가 외부로 유출된 경로와 조직적 개입 여부가 핵심 쟁점으로 떠오르고 있다.
민심캠프는 “수사를 통해 발송 주체와 개인정보 유출 경로를 철저히 규명하고, 불법 행위에 대해서는 끝까지 책임을 묻겠다.”고 강조했다.

이번 사안은 단순한 선거 홍보를 넘어, 개인정보 보호와 선거 공정성이라는 핵심 가치가 동시에 위협받고 있다는 점에서 향후 수사 결과에 따라 정치권 전반에 적지 않은 파장을 미칠 것으로 전망된다.

On April 12, the first day of the Democratic Party primary runoff, it was confirmed that text messages supporting candidate Kim Young-rok were sent en masse to acquaintances under the name of a Gwangju citizen, identified as Mr./Ms. A, without their authorization. The individual has firmly denied any involvement, intensifying the situation.
■ “I Never Supported or Sent It”… Individual Strongly Denies
According to the “Minshim Camp” of candidate Min Hyung-bae, Mr./Ms. A neither expressed support for Kim Young-rok nor consented to sending any such messages. Despite this, support texts were widely distributed under their name.
Mr./Ms. A later took to social media to publicly state, “I do not support any candidate,” clearly denying any connection to the messages.
■ Even Clarification Messages Were Faked… Signs of Repeated Identity Misuse
The issue did not end there.
Shortly after Mr./Ms. A made their position clear, additional messages were sent under the same name, claiming, “I did not send the support message.”
However, Mr./Ms. A stated that these clarification texts were also not sent by them, raising suspicions of repeated and intentional identity theft rather than a simple misfire.
■ Min Hyung-bae Camp: “Possible Organized Illegal Activity”… Reports Filed, Police Complaint Planned
The Minshim Camp has defined the case as a serious violation of election integrity and has taken immediate action.
The camp has filed reports with both the Democratic Party’s Central Election Commission and the Gwangju City Election Commission, and plans to file a formal complaint with investigative authorities, including the police.
A campaign official stated, “Mass distribution of messages through identity theft during an ongoing primary is a grave act that directly undermines election fairness,” adding, “We cannot rule out the possibility of an organized illegal operation exploiting campaign systems.”
■ Similar Cases Emerging… Focus on Data Leak and Accountability
Similar cases to that of Mr./Ms. A are reportedly being submitted to the Minshim Camp.
As a result, identifying the source of the message distribution, tracing the route of personal data leakage, and determining whether there was organized involvement have become key issues.
The camp emphasized, “We will thoroughly investigate the sender, uncover how personal data was leaked, and hold those responsible fully accountable.”
This case goes beyond a simple campaign issue, raising serious concerns about both personal data protection and the integrity of the electoral process. Depending on the outcome of the investigation, it is expected to have significant repercussions across the political landscape.
