“귀농어귀촌, 이제 ‘함께 정착’ 시대”… 전남도, 공동체 기반 지원 본격화

전라남도가 귀농어귀촌인의 안정적 정착과 지역 공동체 활성화를 위한 새로운 정책 실험에 나섰다.
단순한 인구 유입을 넘어 ‘함께 살아가는 정착’에 초점을 맞춘 지원 체계다.

전남도는 올해 처음 도입한 ‘귀농어귀촌인 행복동행 활동 지원사업’을 본격 추진한다고 밝혔다.
이번 사업은 귀농어귀촌인이 지역사회와 자연스럽게 어울리며 정착 기반을 다질 수 있도록 공동체 중심 활동을 지원하는 것이 핵심이다.

당초 5개 모임 선정을 목표로 시작했으나, 총 17개 모임이 신청하는 등 높은 관심이 이어지면서 전남도는 추가 예산을 확보해 최종 13개 모임을 선정했다.
이는 현장에서 공동체 기반 정착 지원 정책에 대한 수요가 상당함을 보여주는 대목이다.

이번 사업은 전남으로 전입한 지 10년 이내 귀농어귀촌인이 공통 관심사를 중심으로 자발적 모임을 구성해 활동하도록 지원하는 구조다.
참여자들은 영농기술 습득, 문화·예술 활동, 지역 봉사 등 다양한 프로그램을 통해 지역에 대한 이해와 유대감을 높이게 된다.

특히 동아리 구성 시 기존 지역 주민이 30% 이내로 참여해 멘토 역할을 수행하도록 설계된 점이 눈에 띈다.
이는 귀농어귀촌인의 지역 적응을 돕는 동시에 주민 간 갈등을 최소화하고 공동체 융화를 촉진하기 위한 장치다.

전남도는 지난 4월 면접 심사를 통해 활동 계획의 구체성과 지속 가능성, 지역 기여도를 종합 평가해 지원 대상을 확정했으며, 선정된 각 모임에는 300만 원의 활동비가 지원된다.

실제 선정된 사례를 보면 지역 특색과 공동체 가치가 결합된 다양한 프로그램이 눈길을 끈다. 나주에서는 지역 농특산물을 활용한 전통 간식 제작 모임 ‘나주로 오란다.’가, 장흥에서는 주민의 삶을 영상으로 기록하는 ‘마을이야기’ 프로젝트가, 청년 농업인 중심으로는 유기농업 연구 모임 ‘회화마을 기록단’ 등이 포함됐다.

최종민 전남도 인구정책과장은 “귀농어귀촌인의 성공적인 정착은 단순한 경제 활동이 아니라 지역사회와의 관계 형성에 달려 있다”며 “앞으로는 공동체 기반 정착 지원 정책을 더욱 강화해 농어촌에 지속 가능한 활력을 불어넣겠다.”고 강조했다.

한편 전남도는 이번 사업을 계기로 귀농어귀촌 정책의 방향을 ‘유입 중심’에서 ‘정착 중심’으로 전환하고, 지역 공동체와 상생하는 지속가능한 농어촌 모델 구축에 속도를 낼 방침이다.

“Returning to Farming and Fishing, Now an Era of ‘Settling Together’”… Jeonnam Province Launches Community-Based Support
First-Year ‘Happiness Companion Activity Support Project’… 13 Groups Selected, 3 Million KRW Each
Jeollanam-do (South Jeolla Province) has embarked on a new policy initiative aimed at ensuring the stable settlement of returnees to farming and fishing villages while revitalizing local communities. The focus is shifting beyond simple population inflow to fostering “settlement together” within communities.
The province announced the full-scale launch of the “Happiness Companion Activity Support Project for Returning Farmers and Fishers,” introduced for the first time this year. The core objective of the project is to support community-centered activities that help returnees naturally integrate into local society and build a stable foundation for settlement.
Originally planned to select five groups, the project attracted strong interest with 17 groups applying. In response, the province secured additional funding and ultimately selected 13 groups. This reflects the significant demand in the field for community-based settlement support policies.
The program is designed for individuals who have moved to Jeonnam within the past 10 years, encouraging them to form voluntary groups based on shared interests. Participants will engage in various activities, including acquiring farming skills, participating in cultural and artistic programs, and carrying out community service, thereby strengthening their understanding of and attachment to the region.
Notably, up to 30% of each group may consist of existing local residents who serve as mentors. This structure is intended to facilitate smoother adaptation for returnees, reduce potential conflicts, and promote harmony within the community.
In April, Jeonnam Province conducted interviews to comprehensively evaluate applicants based on the specificity and sustainability of their activity plans, as well as their potential contribution to local communities. Each selected group will receive 3 million KRW in activity funding.
Examples of selected projects highlight a blend of local identity and community values. In Naju, a group called “Naju-ro Oranda” focuses on making traditional snacks using local agricultural products. In Jangheung, the “Village Story” project produces video content documenting the lives of local residents. Meanwhile, the “Hoehwa Village Record Group,” composed of young farmers, studies and practices organic agriculture.
Choi Jong-min, Director of the Population Policy Division of Jeonnam Province, emphasized, “Successful settlement of returning farmers and fishers depends not only on economic activities but also on building relationships within the community. We will further strengthen community-based settlement support policies to bring sustainable vitality to rural areas.”
Meanwhile, Jeonnam Province plans to use this project as a turning point to shift its returnee policy paradigm from “inflow-centered” to “settlement-centered,” accelerating efforts to build sustainable rural communities based on coexistence and cooperation.
