“30년 답보된 무안반도 통합, 전남도·정부가 나서라!”

전라남도의회 전경선 의원(더불어민주당·목포5)은 지난 4일 열린 자치행정국 행정사무감사에서 30년 넘게 제자리걸음을 이어온 무안반도 통합 문제에 대해 전남도와 정부의 적극적인 개입을 강력히 촉구했다.

전 의원은 “1994년부터 시작된 무안반도 통합 논의는 ‘민간 주도’라는 명분 아래 추진되어 왔지만, 30년이 지난 지금까지 아무런 성과 없이 목포시·무안군·신안군 간의 불신만 깊어졌다.”고 지적했다.

그는 “전남도와 정부가 그동안 뒷짐 지고 관망하는 사이, 지역민들은 목포시가 예산과 인사권을 독점하고 기피시설은 군 지역에 떠넘길 것이라는 불안감을 키워왔다.”며 “이러한 불신이 통합의 가장 큰 걸림돌이 되고 있다.”고 강조했다.

이어 “이제는 더 이상 수동적인 행정 태도로 ‘때를 기다리는 식’의 접근을 해서는 안 된다.”며 “전남도와 정부가 신뢰를 보증하고, 제도적 장치를 마련해 통합 논의를 다시 이끌어야 한다.”고 목소리를 높였다.

전 의원은 또한 “통합의 책임을 기초지자체에만 떠넘길 것이 아니라, 전남도와 정부가 선제적으로 나서 가교 역할을 해야 한다.”면서 “통합 과정에서 발생할 수 있는 불이익을 정부가 보증하고, 인센티브를 제공한다면 지역민의 신뢰를 회복할 수 있을 것”이라고 제안했다.

끝으로 전 의원은 “인구 감소와 지역소멸이 가속화되는 상황에서, 무안반도 통합은 전남의 경쟁력 강화와 균형발전을 위한 핵심 과제”라며 “전남도가 통합 논의의 물꼬를 트는 데 적극적으로 나서야 한다.”고 촉구했다.

“Muan Peninsula Unification Stalled for 30 Years — Jeonnam Province and Government Must Step In!”
Assemblyman Jeon Kyung-seon Urges Strong Action at Administrative Affairs Audit
Jeon Kyung-seon, a member of the Jeonnam Provincial Assembly (Democratic Party, Mokpo 5), strongly called on the Jeonnam provincial government and the central government to take active steps regarding the unification of the Muan Peninsula, which has been stalled for over 30 years, during the Administrative Affairs Audit held on the 4th.
Assemblyman Jeon pointed out, “The Muan Peninsula unification discussion, which began in 1994, has been pursued under the banner of ‘civil-led initiative,’ but after more than 30 years, it has produced no tangible results, leaving only deep mistrust between Mokpo City, Muan County, and Shinan County.”
He added, “While Jeonnam Province and the central government remained passive and merely observed, residents developed concerns that Mokpo City would monopolize budgets and personnel authority and that undesirable facilities would be imposed on the counties. This mistrust has become the biggest obstacle to unification.”
Assemblyman Jeon emphasized, “It is no longer acceptable to take a passive, ‘wait-and-see’ approach. Jeonnam Province and the central government must guarantee trust and establish institutional measures to revive the unification discussions.”
He also stated, “The responsibility for unification should not be left solely to local governments. Jeonnam Province and the central government must proactively act as a bridge. If the government guarantees against potential disadvantages and provides incentives during the unification process, the trust of local residents can be restored.”
Finally, Assemblyman Jeon urged, “In a time of accelerating population decline and regional extinction, unifying the Muan Peninsula is a key task to strengthen Jeonnam’s competitiveness and balanced development. The provincial government must actively step in to open the way for unification.”
