전남·광주 통합특별시장 선거가 ‘초대형 미래도시 구상’ 경쟁으로 격화되는 가운데, 김영록 더불어민주당 전남광주특별시장 예비후보가 광주권 발전의 판을 근본적으로 뒤집는 메가 프로젝트를 전격 제시했다.
김 예비후보는 29일 광주 조선대학교 서석홀에서 열린 정책배심원 심층토론회에서 “광주공항과 마륵동 탄약고 일대 약 500만 평을 첨단 산업과 문화, 관광이 결합된 융복합 문화산업단지로 조성해 광주의 새로운 랜드마크로 만들겠다”고 선언했다.

■ “센텀시티를 넘어선다”… 광주판 ‘초대형 융복합 산업 메가시티’
김 예비후보는 해당 부지를 단순 개발이 아닌 ‘도시의 미래를 재설계하는 핵심 거점’으로 규정했다.
반도체·인공지능 연구단지와 컨벤션, 호텔, 관광 리조트가 결합된 복합 구조를 통해 부산 센텀시티를 뛰어넘는 국가급 산업·문화 허브로 육성하겠다는 전략이다.
그는 “광주는 이제 제조 기반을 넘어 첨단기술과 문화산업이 결합된 미래형 도시로 도약해야 한다”며 “이 프로젝트는 광주의 산업지도 자체를 바꾸는 결정적 전환점이 될 것”이라고 강조했다.

■ “꿀잼 광주로 세계를 끌어들인다”… K-POP 아레나·제2 에버랜드 추진
김 예비후보는 광주의 약점으로 지적된 ‘체류형 관광 콘텐츠 부족’을 정면 돌파하겠다는 구상도 함께 제시했다.
K-POP 아레나와 제2 에버랜드급 테마파크를 조성해 광주를 ‘세계인이 찾는 문화관광 수도’로 탈바꿈시키겠다는 계획이다.
여기에 5·18 정신을 상징하는 ‘세계 민주주의 전당’ 건립 구상도 더해 문화·역사·관광이 결합된 도시 브랜드를 구축하겠다고 밝혔다.

■ “성과는 증명됐다”… 이재명 정부와의 직결형 실행력 강조
김 예비후보는 자신의 정책 실현 가능성을 강조하며, 그동안의 성과를 강하게 부각했다.
그는 ▲한국에너지공대 설립 ▲재생에너지 기반 확대(햇빛·바람 연금) ▲AI 데이터센터 및 인공태양 유치 등을 언급하며 “이 모든 성과는 이재명 대통령과의 긴밀한 소통 속에서 이뤄낸 결과”라고 밝혔다.
이어 “전남에서 성과를 낸 사람이 광주에서도 결과를 만들 수 있다”며 자신을 ‘준비된 통합특별시장’으로 규정했다.

■ “취임 즉시 비상경제체제 가동”… 민생 중심 리더십 전면화
김 예비후보는 1호 공약과 관련해 “중동발 리스크 등으로 악화된 경제 상황에 대응하기 위해 취임 즉시 비상경제상황실을 가동하겠다”고 밝혔다.
중소기업과 취약계층을 위한 긴급 대응 체계를 구축하고, 장기적으로는 첨단 반도체 기업 유치를 통해 산업 구조를 재편하겠다는 전략도 함께 제시했다.

■ “복지는 상향 평준화”… 통합특별시 균형 설계 강조
광주와 전남 간 복지 격차 문제에 대해서는 “출생기본수당과 청년문화복지카드 등을 기준으로 상향 평준화를 추진하겠다”며 “모든 특별시민이 동일한 수준의 혜택을 누리는 통합 복지 체계를 구축하겠다.”고 밝혔다.
또 국립현대미술관 분원 유치와 관련해서는 “문화수도로서의 위상을 고려하면 광주가 적합하다”고 밝히면서도, 여수에는 공공기관 이전과 외국인 카지노 유치 등 대안적 발전 전략을 병행하겠다는 입장을 내놨다.

■ “약속은 반드시 지킨다”… 실행형 리더십 승부수
김 예비후보는 “약속하면 반드시 지키는 사람, 저 김영록이 내세운 공약은 반드시 실현하겠다”며 “풍부한 행정 경험과 소통 능력으로 특별시민과 대통령이 모두 신뢰할 수 있는 통합시장 역할을 수행하겠다.”고 강조했다.

전남·광주 통합특별시를 둘러싼 경쟁이 ‘비전’을 넘어 ‘실행력’의 영역으로 이동하는 가운데, 김영록 후보의 이번 메가 프로젝트가 선거 판도에 어떤 파장을 일으킬지 주목된다.

As the race for the Jeonnam–Gwangju Integrated Special Metropolitan City intensifies into a competition of large-scale future city visions, Kim Young-rok, a preliminary candidate of the Democratic Party, has unveiled a mega project aimed at fundamentally reshaping the development landscape of the Gwangju region.
Speaking at a Policy Jury Debate held on the 29th at Seoseok Hall of Chosun University in Gwangju, Kim declared that approximately 5 million pyeong of land around Gwangju Airport and the Mareuk-dong ammunition depot would be transformed into a convergence cultural-industrial complex combining advanced industries, culture, and tourism—positioning it as a new landmark for the city.
■ “Beyond Centum City”… A Gwangju-Style Mega Convergence Industrial Hub
Kim emphasized that the project is not a simple land development plan but a strategic effort to redesign the city’s future.
He outlined a vision for a national-level hub integrating semiconductor and AI research complexes with convention centers, hotels, and tourism resorts—surpassing Busan’s Centum City.
“Gwangju must evolve beyond a manufacturing-based economy into a future city where advanced technology and cultural industries converge,” he said. “This project will serve as a decisive turning point that reshapes the region’s industrial map.”
■ “Making Gwangju Fun and Global”… K-POP Arena and ‘Second Everland’
Addressing concerns over Gwangju’s lack of stay-oriented tourism content, Kim proposed bold cultural infrastructure plans.
He pledged to build a K-POP arena and an Everland-scale theme park to transform Gwangju into a global cultural tourism capital.
He also proposed establishing a “World Democracy Hall” symbolizing the spirit of the May 18 Democratic Movement, integrating culture, history, and tourism into a unified city brand.
■ “Results Speak for Themselves”… Emphasizing Execution Power with the Lee Jae-myung Administration
Kim underscored the feasibility of his policies by highlighting his track record.
He cited achievements such as the establishment of the Korea Energy Engineering University, expansion of renewable energy initiatives (solar and wind dividend programs), and the attraction of AI data centers and artificial sun projects.
“All of these were made possible through close communication with President Lee Jae-myung,” he stated.
He added, “A leader who delivered results in Jeonnam can deliver results in Gwangju,” presenting himself as a “prepared candidate” for the integrated metropolitan leadership.
■ “Immediate Emergency Economic Response”… People-Centered Leadership
Regarding his first key pledge, Kim stated that he would launch an Emergency Economic Situation Room immediately upon taking office to respond to worsening economic conditions, including geopolitical risks in the Middle East.
He plans to establish rapid-response support systems for small businesses and vulnerable groups, while also pursuing long-term industrial transformation through the attraction of advanced semiconductor companies.
■ “Welfare Upward Equalization”… Designing Balanced Integration
On the issue of welfare disparities between Gwangju and Jeonnam, Kim emphasized an “upward equalization” approach.
Citing examples such as birth allowances and youth cultural welfare cards, he pledged to ensure that all citizens of the integrated city receive equal and balanced benefits.
Regarding the branch of the National Museum of Modern and Contemporary Art, Kim stated that Gwangju is the appropriate location considering its status as a cultural capital. At the same time, he proposed alternative development strategies for Yeosu, including relocating public institutions and attracting foreign-investor casinos.
■ “Promises Will Be Kept”… A Leadership Built on Execution
Kim concluded by stating, “I am a person who keeps promises. Every pledge I make will be fulfilled,” adding that his administrative experience and communication skills will enable him to become a trusted leader for both citizens and the national government.
As the competition surrounding the Jeonnam–Gwangju Integrated Special Metropolitan City shifts from vision to execution, attention is focused on how Kim Young-rok’s mega project will impact the electoral landscape.
