“청년이 떠나면 미래도 없다”… 김영록, ‘양방향 청년정책’으로 지역 생존 판 뒤집는다

전남·광주 통합특별시장 선거가 정책 경쟁 국면으로 접어든 가운데, 김영록 더불어민주당 예비후보가 ‘청년을 붙잡는 도시’를 핵심 축으로 한 구조적 전환 카드를 꺼내 들었다.
단순 지원을 넘어 투자·일자리·정착을 하나의 시스템으로 묶는 이른바 ‘양방향 청년정책’을 통해 지역 소멸 위기를 정면 돌파하겠다는 구상이다.
김 예비후보는 6일 광주 선거사무실에서 청년 기업인과 대학생 등과 잇따라 정책 간담회를 열고 “청년이 떠나는 도시에는 미래도 없다”며 “전남광주특별시를 청년이 돌아오는 구조로 재설계하겠다.”고 밝혔다.

■ “돈이 아니라 기회의 문제”… 청년들, 구조 개혁 요구
이날 간담회에 참석한 광주·전남 청년 기업인 30여 명은 지역 창업 환경의 근본적 한계를 지적했다.
광주에서 기업을 운영 중인 정병진 대표와 보성의 박기훈 대표 등은
“수도권 대비 투자 인프라가 절대적으로 부족하다”며 “초기 자금 확보는 물론, 민간 투자 유입과 인재 채용까지 모두 어려운 구조”라고 호소했다.
특히 이들은
▲청년기업 전용 투자펀드 조성
▲청년 고용 시 인건비 및 인센티브 지원
▲전남·광주 통합 기반 ‘청년창업 지원 플랫폼’ 구축 등을 핵심 대안으로 제시했다.
이어 진행된 대학생 간담회에서도 문제의식은 같았다.
김현성 동신대 총학생회장과 각 대학 학생회 간부들은 “청년 유출은 돈이 아니라 기회의 문제이며, 정책이 아니라 구조의 문제”라고 진단했다.
또한 “양질의 일자리 생태계와 함께 문화·생활 인프라가 동시에 구축돼야 한다”고 강조했다.

■ “청년정책은 투자다”… 단계별 성장 시스템 구축
김영록 예비후보는 청년들의 문제 제기에 대해 “전적으로 공감한다”며 정책 전환을 공식화했다.
그는 “청년기업 투자는 단순한 지원이 아니라 전남광주의 미래를 결정하는 핵심 인프라”라며

등을 추진하겠다고 밝혔다.
특히 “자금만 지원하는 방식은 실패한다”며 “투자→성장→시장 진입까지 이어지는 완결형 생태계를 만들겠다.”고 강조했다.

■ “정착은 의지가 아니라 조건”… 생활 기반까지 전면 지원
대학생 간담회에서 제기된 ‘정착 문제’에 대해서도 구체적 대응을 약속했다.
김 예비후보는

▲주거·생활비 지원 패키지
▲이주 청년 인센티브 제도 등을 종합적으로 검토해 실행 방안을 마련하겠다고 밝혔다.
그는 “청년 정착은 개인의 선택이 아니라 도시가 제공하는 조건의 문제”라며 “살 수 있는 도시를 만들어야 남는다.”고 말했다.

■ “특별시가 답이다”… 청년이 떠나지 않는 구조로
김영록 후보는 이번 정책을 단순 공약이 아닌 ‘도시 구조 개편 전략’으로 규정했다.
그는 “청년을 지원하는 시대는 끝났다”며 “이제는 청년의 기회를 설계하고, 돌아오게 만드는 구조를 만들어야 한다”고 밝혔다.
이어 “전남광주특별시 출범은 청년정책의 근본을 바꾸는 출발점”이라며 “청년이 처음부터 지역을 떠나지 않는 도시, 그 구조를 반드시 만들겠다.”고 강조했다.

이번 ‘양방향 청년정책’은 단순한 복지 확대가 아니라 투자·일자리·정착·생활을 하나의 시스템으로 묶는 구조 개편 전략이라는 점에서, 전남·광주 통합특별시의 향후 정책 경쟁에서 핵심 쟁점으로 부상할 전망이다.

As the Jeonnam–Gwangju integrated metropolitan city election enters a policy-driven phase, Democratic Party preliminary candidate Kim Young-rok has unveiled a structural transformation strategy centered on “retaining youth in the region.”
Going beyond simple support measures, his plan aims to integrate investment, employment, and settlement into a unified system—what he calls a “two-way youth policy”—to confront the regional extinction crisis head-on.
On the 6th, Kim held consecutive policy meetings with young entrepreneurs and university students at his Gwangju campaign office, stating, “A city that loses its youth loses its future. We will redesign Jeonnam–Gwangju into a structure where young people return and build their lives.”
■ “It’s not about money, but opportunity”… Youth call for structural reform
At the meeting, around 30 young entrepreneurs from Gwangju and Jeonnam pointed out fundamental limitations in the regional startup environment.
Entrepreneurs such as Jeong Byung-jin from Gwangju and Park Ki-hoon from Boseong emphasized that
“compared to the Seoul metropolitan area, investment infrastructure is severely lacking,”
adding that “securing initial capital, attracting private investment, and hiring talent are all structurally difficult.”
They proposed key measures including:
▲ Establishment of a dedicated investment fund for youth-led businesses
▲ Wage subsidies and incentives for companies hiring young workers
▲ Creation of a unified “youth startup support platform” across Jeonnam and Gwangju
The same concerns were echoed during the university student meeting.
Kim Hyun-sung, president of Dongshin University’s student council, along with student leaders from other universities, stated:
“Youth outmigration is not a matter of money, but of opportunity—not policy, but structure.”
They also stressed the need for both quality job ecosystems and enhanced cultural and lifestyle infrastructure.
■ “Youth policy is investment”… Building a step-by-step growth system
Kim expressed full agreement with the concerns raised, signaling a policy shift.
“Youth business investment is not just support—it is a core infrastructure that will determine the future of Jeonnam and Gwangju,” he said, outlining plans to:

▲ Build a phased investment system from startup to scale-up
▲ Create an integrated support system linking mentoring, networks, and market access
He emphasized, “Simply providing funds will fail. We must build a complete ecosystem that connects investment, growth, and market entry.”
■ “Settlement is not about will, but conditions”… Comprehensive living support
Kim also pledged concrete responses to concerns about youth settlement.
He proposed to review and implement measures such as:

▲ Housing and living cost support packages
▲ Incentive programs for relocating youth
“Whether young people settle in a region is not a matter of personal will, but of the conditions the city provides,” he said. “We must create a city where people can truly live.”

Kim framed the policy not as a campaign pledge but as a comprehensive urban restructuring strategy.
“The era of simply supporting youth is over,” he stated. “Now we must design opportunities and create a structure that brings them back.”
He added, “The launch of the Jeonnam–Gwangju Special Metropolitan City will mark a fundamental shift in youth policy—one that ensures young people do not have to leave in the first place.”
