“가짜뉴스와 전면전”… 민형배, ‘끝까지 추적·법적 책임’ 초강경 대응 선언

전남·광주 통합특별시장 결선을 앞두고, 더불어민주당 경선 후보인 민형배 측이 가짜뉴스에 대한 ‘전면전’을 공식 선언했다.
단순 대응을 넘어 조직·법률·시민 참여를 결합한 ‘입체 대응 체계’ 구축에 나섰다는 점에서 선거 국면의 새로운 변수로 부상하고 있다.

민형배 후보 선거대책본부는 7일 “최근 후보를 겨냥한 허위사실과 가짜뉴스가 광범위하게 확산되고 있다.”며 “후보 모함과 지역사회 갈등을 조장하는 행위에 대해 체계적이고 강력한 대응에 나서기 위해 ‘가짜뉴스 대응본부’를 출범시켰다.”고 밝혔다.

이번에 출범한 ‘가짜뉴스 대응본부’는 모니터단과 법률대응단으로 이원화해 운영된다.

모니터단은 온라인 커뮤니티와 SNS 전반을 상시 감시하며 허위정보의 생성·유포·확산 흐름을 실시간으로 추적·분석하는 역할을 맡는다.
단순 수집을 넘어 확산 경로까지 파악해 대응 속도를 끌어올린다는 전략이다.

법률대응단은 김승휘 상임선대위원장(변호사, 전 광주지방법원 부장판사)을 중심으로 양은숙·문창민 변호사 등 10여 명의 법률 전문가와 김태연 전 광주시선거관리위원회 사무국장이 참여해 구성됐다.

이들은 명예훼손, 허위사실 공표 등 위법 행위에 대해 선관위 고발 및 형사 대응까지 포함한 강력한 법적 조치를 추진할 방침이다.
특히 이번 대응 체계의 핵심은 시민 참여 기반 제보 시스템이다.

카카오톡 오픈채팅방에서 ‘허위 및 불법선거 제보 센터’를 검색하면 누구나 참여할 수 있으며, SNS·문자·댓글 등에서 확인된 가짜뉴스를 캡처해 유포자 정보와 함께 제보할 수 있도록 했다.

접수된 제보는 사실 여부를 검증한 뒤, 가짜뉴스로 판단될 경우 즉각적인 법적 대응과 함께 추가 확산 차단을 위한 팩트체크 홍보로 이어지는 ‘유기적 대응 구조’로 작동한다.

선대본부는 “가짜뉴스는 시민의 판단을 왜곡하고 지역사회의 신뢰를 근본적으로 훼손하는 행위”라며 “의향 광주의 정신에도 어긋나는 이러한 행위에 대해 끝까지 책임을 묻겠다.”고 강조했다.

이어 “선거 이후까지 갈등을 남길 수 있는 허위정보 확산을 차단하는 것은 공정선거를 위한 최소한의 책무”라며 “어떠한 형태의 가짜뉴스에도 예외 없이 엄정 대응하겠다.”고 밝혔다.

“All-Out War on Fake News”… Min Hyung-bae Declares ‘Relentless Tracking and Legal Accountability’

Ahead of the final round of the Jeonnam–Gwangju Integrated Metropolitan Mayor primary, Min Hyung-bae, a candidate of the Democratic Party of Korea, has officially declared an “all-out war” against fake news.
This move is drawing attention as a potential game changer in the election, as it goes beyond conventional 대응 to establish a comprehensive system integrating organization, legal measures, and citizen participation.
Min’s campaign headquarters stated on the 7th, “False information and fake news targeting the candidate have recently spread widely,” adding, “We have launched a ‘Fake News Response Task Force’ to systematically and strongly respond to acts that defame the candidate and incite division within the local community.”
The newly established task force operates through a dual structure consisting of a Monitoring Team and a Legal Response Team.
The Monitoring Team continuously oversees online communities and social media platforms, tracking and analyzing in real time the creation, distribution, and spread of false information. Its strategy goes beyond simple data collection, aiming to identify dissemination pathways to accelerate response speed.
The Legal Response Team is led by Kim Seung-hwi, senior campaign committee member (attorney and former chief judge of the Gwangju District Court), and includes around 10 legal experts such as attorneys Yang Eun-sook and Moon Chang-min, as well as Kim Tae-yeon, former Secretary General of the Gwangju Metropolitan Election Commission.
They plan to take strong legal action—including filing complaints with the National Election Commission and pursuing criminal charges—against illegal acts such as defamation and the spread of false information.
A key pillar of the system is a citizen-driven reporting mechanism.
Anyone can participate by searching “Illegal & False Election Report Center” in KakaoTalk open chat. Citizens are encouraged to submit screenshots of fake news found on social media, text messages, or online comments, along with information about the distributors.
Reported cases will be verified, and if confirmed as fake news, will trigger immediate legal action as well as fact-check campaigns to prevent further spread—forming an integrated response structure.
The campaign emphasized, “Fake news distorts citizens’ judgment and fundamentally undermines trust in the community,” adding, “Such actions run counter to the spirit of democratic Gwangju, and we will hold those responsible accountable to the end.”
It further stated, “Preventing the spread of false information that could leave lasting divisions even after the election is a minimum responsibility for ensuring fair elections,” and pledged, “We will respond strictly, without exception, to any form of fake news.”
