“환경규제 넘어 자율관리로”… 영산강청-포스코, 통합허가 기반 환경개선 가속화

영산강유역환경청(청장 김영민)이 대규모 산업단지의 환경관리 수준을 한 단계 끌어올리기 위한 민관 협력체계를 강화하고 나섰다.

영산강유역환경청은 4월 29일 광양시에 위치한 ㈜포스코 광양제철소에서 ‘포스코 광양제철소 통합허가 자율이행관리 협의회(3기)’를 개최하고, 환경시설 개선을 위한 자율진단 성과를 공유한다고 밝혔다.

이번 협의회에서는 ▲통합허가 이행 현황 및 향후 투자계획 ▲자율진단 결과 및 시설개선 제안 ▲자율이행관리 추진방안 등 실질적인 환경개선 과제를 중심으로 논의가 진행될 예정이다.

‘통합허가 자율이행관리 협의회’는 사업장이 전문기관을 통해 사전에 환경시설을 점검하고 개선방안을 도출한 뒤, 이를 관계기관과 공유하는 구조로 운영된다.
포스코 광양제철소는 기술사급 인력을 포함한 전문 인력을 통해 자율진단을 수행하고 있으며, 이러한 체계적 점검을 바탕으로 2023년 협의회 출범 이후 지금까지 총 732건의 시설개선을 이끌어낸 것으로 나타났다.

이 제도는 단순한 사후 규제가 아닌 ‘선제적 예방’ 중심의 환경관리 방식이라는 점에서 의미가 크다. 특히 산업현장의 자율성과 전문성을 기반으로 오염물질 배출을 사전에 차단하고, 지속적인 설비 개선으로 이어지는 구조를 갖추고 있다는 점에서 주목된다.

한편, 통합환경관리제도는 대기·수질·폐기물 등 개별 법률에 따른 인·허가를 하나로 통합해 관리하는 선진 환경관리 시스템이다.
‘환경오염시설의 통합관리에 관한 법률’에 따라 2017년부터 시행된 이 제도는 최적가용기법(BAT)을 적용해 환경오염물질 배출을 최소화하는 것을 핵심으로 한다.

김영식 영산강유역환경청 환경관리국장은 “포스코의 선제적 자율관리 노력은 광양만권 환경 개선에 실질적으로 기여하고 있다”며 “이러한 성과가 인근 사업장으로 확산될 수 있도록 지속적으로 공유하고 협력체계를 강화해 나가겠다.”고 밝혔다.

이번 협의회는 규제 중심의 환경정책에서 벗어나 기업의 자율적 책임과 기술 기반 개선을 결합한 새로운 환경 거버넌스 모델을 제시했다는 점에서, 향후 전국 산업단지로의 확산 가능성에도 관심이 쏠리고 있다.

The Yeongsan River Basin Environmental Office (headed by Commissioner Kim Young-min) is strengthening public-private cooperation to elevate environmental management standards in large-scale industrial complexes.
On April 29, the office announced that it will hold the “POSCO Gwangyang Steelworks Integrated Permit Voluntary Compliance Management Council (3rd term)” at POSCO’s Gwangyang Steelworks in Gwangyang City, where it will share the results of voluntary environmental facility improvement diagnostics.
The council will focus on key environmental improvement agendas, including ▲the status of integrated permit compliance and future investment plans ▲results of voluntary diagnostics and proposals for facility improvements ▲strategies for advancing voluntary compliance management.
The “Voluntary Compliance Management Council” operates by having businesses conduct предварatory inspections of environmental facilities through specialized institutions, derive improvement measures, and share the results with relevant authorities.
POSCO Gwangyang Steelworks conducts these diagnostics using professional personnel, including certified engineers, and has achieved a total of 732 facility improvements since the council was launched in 2023.
This system is significant in that it represents a shift from post-regulation to a “proactive prevention” approach to environmental management. In particular, it is drawing attention as a structure that prevents pollutant emissions in advance by leveraging the autonomy and expertise of industrial sites, while ensuring continuous facility upgrades.
Meanwhile, the Integrated Environmental Management System is an advanced framework that consolidates separate permits related to air, water quality, and waste into a single permit.
Implemented in 2017 under the “Act on the Integrated Control of Pollutant-Discharging Facilities,” the system applies Best Available Techniques (BAT) to minimize environmental pollutant emissions.
Kim Young-sik, Director of the Environmental Management Bureau at the Yeongsan River Basin Environmental Office, stated, “POSCO’s proactive voluntary management efforts are making a tangible contribution to improving the environment in the Gwangyang Bay area,” adding, “We will continue to share these achievements and strengthen cooperative frameworks so that they can spread to nearby industrial sites.”
This council is drawing attention as a new model of environmental governance that combines corporate accountability with technology-driven improvements, moving beyond regulation-centered policies, and it is expected to have potential for expansion to industrial complexes nationwide.
