전남·광주 농업의 구조를 근본적으로 바꾸는 ‘대전환 카드’가 나왔다.
김영록 더불어민주당 전남광주특별시장 예비후보가 농업 현장의 위기를 정면 돌파하겠다며 ‘5無(무) 농업혁명’을 전면에 내세운 것이다.
김 예비후보는 8일 발표한 ‘전남‧광주 농업 혁신 5대 약속’을 통해 “쌀값, 일손, 재해, 판로, 질병 걱정이 없는 농업 구조를 만들겠다.”며 “농업이 생존을 넘어 미래 산업으로 도약하는 전환점을 만들겠다.”고 밝혔다.

■ “삼중고 농업, 국가가 책임진다.”… 2조 원 농업예산 시대 선언
김 예비후보는 현재 약 1조 3천억 원 규모인 전남 농업예산을 2조 원 규모로 확대하겠다고 밝혔다.
단순한 지원 확대를 넘어 생산·연구개발·유통·수출까지 전 과정을 통합 지원하는 구조로 전환해, 전남·광주를 K-농업 선도 지역으로 육성하겠다는 전략이다.
또한 농업·농촌 기본소득을 단계적으로 확대해 농업인의 소득 안정망을 선진국 수준으로 끌어올리겠다는 구상도 포함됐다.

■ “5가지 걱정, 국가가 없앤다.”… ‘5無 농업’ 핵심 구조 공개
이번 정책의 핵심은 농업인이 직면한 5대 불안을 국가 책임으로 해소하는 ‘5無 농업’이다.
쌀값 걱정 無 → 100% 민간·공공 매입, 국가 책임경영제 도입
일손 걱정 無 → 공공형 근로제 등 인력 지원 시스템 구축
재해 걱정 無 → 재해복구비 100% 현실화, 보험제도 개선
판로 걱정 無 → 도매시장 혁신 및 유통 구조 개편
질병 걱정 無 → 축산시설 현대화·첨단화로 질병 차단
이는 단순한 지원정책이 아니라, 농업 리스크를 구조적으로 제거하는 ‘국가 책임형 농업 모델’이라는 점에서 주목된다.

■ “청년이 들어오면 농촌이 산다”… 주거·농지 통합 지원
청년농 육성도 핵심 축으로 제시됐다.
김 예비후보는 스마트농업, 푸드테크, 바이오 등 농업 기반 신산업을 중심으로 농업벤처 생태계 확대를 추진하겠다고 밝혔다.
특히 정착지원금 현실화, 공공형 주거 ‘청년농 희망 스테이’ 도입, 장기 임대 농지 제도 구축, 등을 통해 주거와 농지를 동시에 해결하는 정착 시스템을 만들겠다는 계획이다.

■ “지금 당장 숨통 틔운다”… 농가 경영안정 긴급 지원
현장의 즉각적인 어려움 해소를 위한 대책도 포함됐다.
농업용 면세유 차액 지원, 사료비 특별 지원, 농어촌진흥기금 및 정책자금 이차보전 확대, 등을 통해 급등한 생산비 구조 속에서 농가의 경영 부담을 직접 낮추겠다는 것이다.

■ “AI가 농사를 짓는 시대”… 첨단농업 중심지 구축
김 예비후보는 농업의 미래 전략으로 AI 기반 첨단농업 전환을 제시했다.
핵심은 3~5ha 규모 대필지 노지 스마트농업단지 조성, AI 자율주행 농기계 도입, 국가 농업 AX 플랫폼 구축, AI 첨단축산 융복합 밸리 조성
이다.
이는 단순한 기술 도입을 넘어, 전남·광주를 대한민국 미래농업의 테스트베드이자 표준 모델로 만들겠다는 구상이다.

■ “농업이 대접받는 시대”… 구조 자체를 바꾸겠다.
김 예비후보는 “농업은 더 이상 보호 대상이 아니라 국가 전략 산업”이라며 “농업 현장의 목소리를 정책의 기준으로 삼고, 반드시 성과로 증명하겠다.”고 강조했다.

이어 “농업인이 존중받고, 농촌이 지속가능한 구조를 갖춘 전남광주를 반드시 만들겠다.”고 밝혔다.

이번 ‘농업 혁신 5대 약속’은 단순한 공약을 넘어 농업의 위기를 국가 책임으로 전환하고, AI 기반 미래산업으로 재편하려는 구조적 선언이라는 점에서 향후 정책 경쟁의 핵심 축으로 떠오를 전망이다.

A sweeping “transformation card” aimed at fundamentally reshaping agriculture in Jeonnam and Gwangju has been unveiled.
Kim Young-rok, preliminary candidate of the Democratic Party for Mayor of the integrated Jeonnam–Gwangju Special City, has put forward a bold “Five-Zero (5無) Agricultural Revolution” to directly tackle the crisis facing the agricultural sector.
Announcing his “Five Key Promises for Agricultural Innovation in Jeonnam–Gwangju” on the 8th, Kim stated, “We will build an agricultural system free from worries over rice prices, labor shortages, disasters, distribution, and disease,” adding, “We will create a turning point where agriculture evolves from mere survival into a future-oriented industry.”
■ “The State Will Take Responsibility for Agriculture’s Triple Burden”… Declaring a KRW 2 Trillion Budget Era
Kim pledged to expand the current agricultural budget of approximately KRW 1.3 trillion to KRW 2 trillion.
Beyond simply increasing support, he aims to establish an integrated system covering production, R&D, distribution, and exports—positioning Jeonnam–Gwangju as a leading hub for K-agriculture.
The plan also includes the phased expansion of a basic income for agriculture and rural communities, strengthening farmers’ income safety net to levels comparable with advanced countries.
■ “The State Will Eliminate Five Major Worries”… Core Structure of ‘Five-Zero Agriculture’
At the heart of the policy is a “Five-Zero Agriculture” model, designed to eliminate five major risks faced by farmers through state responsibility:
No worries about rice prices → 100% public-private purchase and state-led management system
No worries about labor shortages → Public labor programs and workforce support systems
No worries about disasters → 100% compensation for recovery and improved insurance schemes
No worries about distribution → Wholesale market reform and distribution system overhaul
No worries about disease → Modernization and digitalization of livestock facilities
This is not merely a support policy but a structural shift toward a state-responsibility agricultural model.
■ “If Young Farmers Come, Rural Areas Revive”… Integrated Housing and Farmland Support
Fostering young farmers is another key pillar.
Kim proposed expanding agricultural ventures in smart farming, food tech, and bio-industries to build a dynamic agri-startup ecosystem.
Key measures include:
Realistic settlement subsidies
Introduction of public housing programs such as “Young Farmer Hope Stay”
Long-term farmland lease systems
These aim to create a comprehensive settlement environment addressing both housing and farmland access simultaneously.

Immediate support measures to ease farmers’ financial burdens were also included:
Subsidies for agricultural tax-free fuel price gaps
Special support for feed costs
Expanded interest subsidies for rural development funds and agricultural policy loans
These steps are designed to directly alleviate rising production costs and stabilize farm management.

Kim also presented a future vision centered on AI-driven agriculture.
Key initiatives include:
Development of large-scale (3–5 ha) open-field smart farming complexes
Deployment of AI-based autonomous agricultural machinery
Establishment of a national agricultural AX (AI Transformation) platform
Creation of an AI-integrated advanced livestock valley
This vision aims to position Jeonnam–Gwangju as a testbed and standard model for future agriculture in Korea.

Kim emphasized, “Agriculture is no longer a sector to be protected but a strategic national industry,” adding, “We will take farmers’ voices as our policy compass and prove results through action.”
He concluded, “We will build a Jeonnam–Gwangju where farmers are respected and rural communities are sustainable.”
