“해남은 AI 수도, 강진은 K-관광 수도, 화순은 바이오 수도”… 김영록, 남부권 ‘3대 미래축’ 전면 선언

전남·광주 통합특별시장 선거가 ‘지역 맞춤형 미래 전략’ 경쟁으로 본격 격화되고 있다.
김영록 더불어민주당 전남광주특별시장 예비후보가 해남·강진·화순을 잇달아 방문하며 남부권을 관통하는 ‘3대 성장축’ 구상을 전면에 내걸었다.
단순 공약 발표를 넘어, AI·에너지·관광·바이오를 연결한 초광역 산업 재편 전략이라는 점에서 주목된다.

■ “해남을 대한민국 AI 혁신의 심장으로”… 솔라시도 대전환 선언
김 예비후보는 8일 해남군의회 기자회견에서 “해남 솔라시도를 대한민국 AI 산업의 핵심 거점으로 완성하겠다.”고 밝혔다.
핵심은 국가 AI컴퓨팅 인프라 구축이다.
그는 전남도지사 재임 시절 유치한 삼성SDS 컨소시엄 기반 국가 AI컴퓨팅센터를 중심으로, 약 2조5,000억 원 규모의 GPU 1만5,000장 클러스터를 2028년까지 구축하겠다고 제시했다.
이와 함께 ▲AI 모델 개발 ▲로봇·자율주행 ▲AI 팩토리 연구기관 ▲스타트업 집적화를 통해 해남을 ‘AI 산업 수도’로 도약시키겠다는 구상이다.
에너지 전략도 동시에 제시됐다.
태양광 5.4GW와 서남권 해상풍력 11.7GW를 연계한 ‘RE100 산업단지’를 200만 평 규모로 조성하고, 화원산단을 글로벌 해상풍력 전진기지로 육성하겠다는 계획이다.
김 후보는 “청년이 찾아오는 도시, 인구 10만 규모의 AI·에너지 미래도시 해남을 만들겠다.”고 강조했다.

■ “강진을 세계가 찾는 K-관광 수도로”… 남해안 문화벨트 구축
강진에서는 ‘글로벌 K-관광 콘텐츠 허브’ 전략이 제시됐다.
월출산, 가우도, 강진만, 마량항을 하나의 관광 축으로 묶고, 병영성·다산초당·고려청자요지·영랑생가를 연결하는 남해안 글로벌 문화관광벨트를 구축한다는 구상이다.
특히 ▲강진만 국가해양생태문화정원 지정 ▲가우도 생태공원 완성 ▲2032 세계 도자기 엑스포 유치 등을 통해 고려청자를 세계적 문화 콘텐츠로 육성하겠다는 전략이 포함됐다.
이는 단순 관광 개발을 넘어, ‘문화·생태·역사·산업’을 결합한 체류형 관광 구조로의 전환을 의미한다.

■ “화순은 바이오로 승부”… 글로벌 백신·면역치료 허브 구축
화순에서는 바이오 산업 중심 전략이 전면에 등장했다.
김 후보는 백신산업특구를 기반으로 연구·임상·생산이 연결된 첨단 바이오 산업단지를 구축하고, 글로벌 앵커기업 유치를 통해 화순을 대한민국 바이오 핵심 거점으로 키우겠다고 밝혔다.
특히 백신과 면역치료 중심의 첨단 의약 클러스터 조성을 통해 ‘글로벌 바이오 허브’로 도약시키겠다는 청사진이다.
여기에 화순탄광을 문화·관광·산업이 결합된 복합단지로 전환해 민간투자를 유도하고, 새로운 일자리 창출 기반도 마련하겠다는 계획을 함께 제시했다.

■ “통합특별시는 실행의 문제”… 김영록, 경험·실력 전면 강조
김 예비후보는 이번 3개 지역 공약을 통해 ‘산업 구조 재편형 통합특별시’ 구상을 구체화했다.
그는 “전남도지사와 농림식품부 장관을 거치며 쌓은 경험과 실행력을 바탕으로 지역의 미래를 반드시 현실로 만들겠다.”며 “시민과 대통령이 원하는 통합특별시장, 김영록이 책임지고 완성하겠다.”고 밝혔다.
이어 “이제 통합은 선언이 아니라 실행의 단계”라며 “말이 아닌 결과로 증명하겠다.”고 강조했다.

■ 남부권 판이 움직인다… ‘AI·관광·바이오’ 3축 경쟁 본격화
해남(AI·에너지), 강진(K-관광), 화순(바이오)으로 이어지는 이번 전략은 전남·광주 통합특별시의 산업 지형을 근본적으로 재편하는 구조적 접근으로 평가된다.
특히 AI·재생에너지·문화관광·첨단의약이라는 국가 전략 산업을 지역별로 분산 배치한 점에서, ‘기능별 초광역 메가시티 모델’의 실체가 드러나고 있다는 분석이 나온다.

통합특별시 출범을 앞둔 상황에서, 이번 공약이 단순한 선거 전략을 넘어 실제 실행 단계로 이어질 수 있을지 주목된다.

The election for the Jeonnam–Gwangju Integrated Special City is rapidly evolving into a competition over region-specific future strategies.
Kim Young-rok, preliminary candidate of the Democratic Party, has unveiled a comprehensive vision of “three major growth pillars” spanning Haenam, Gangjin, and Hwasun through a series of visits to the regions.
His proposal goes beyond simple campaign pledges, drawing attention as a large-scale industrial restructuring strategy that links AI, energy, tourism, and biotechnology across the region.
■ “Make Haenam the heart of Korea’s AI innovation”… Solaseado transformation 선언
At a press conference held at the Haenam County Council on the 8th, Kim stated, “We will complete Solaseado in Haenam as the core hub of Korea’s AI industry.”
At the center of the plan is the establishment of national AI computing infrastructure.
He pledged to complete by 2028 a GPU cluster of 15,000 units worth approximately KRW 2.5 trillion, based on the national AI computing center consortium led by Samsung SDS, which was attracted during his tenure as governor of Jeonnam.
Through this, he aims to position Haenam as a new capital of AI innovation by attracting AI model development, robotics and autonomous driving technologies, AI factory research institutions, and startups.
An energy strategy was also presented.
By linking 5.4GW of solar power and 11.7GW of offshore wind power in the southwestern region, he plans to develop a 2 million pyeong RE100 industrial complex and foster the Hwawon Industrial Complex as a global offshore wind forward base.
Kim emphasized, “We will build Haenam into a desirable city where young talent gathers—a future AI and energy city with a population of 100,000.”
■ “Transform Gangjin into a global K-tourism capital”… building a southern coastal cultural belt
In Gangjin, Kim presented a strategy to develop the area into a “global K-tourism content hub.”
The plan includes integrating Wolchulsan, Gaui Island, Gangjin Bay, and Maryang Port into a unified tourism axis, and connecting Byeongyeong Fortress, Dasan Chodang, Goryeo Celadon Kiln Sites, and Yeongrang’s birthplace into a global cultural tourism belt along the southern coast.
Key initiatives include designation of Gangjin Bay as a national marine ecological cultural garden, completion of Gaui Island eco park, and hosting the World Ceramics Expo in 2032 to elevate Goryeo celadon into a globally recognized cultural content.
This represents a shift from simple tourism development to a stay-oriented tourism model combining culture, ecology, history, and industry.
■ “Hwasun bets on bio”… building a global vaccine and immunotherapy hub
In Hwasun, a bio-industry-centered strategy was unveiled.
Kim announced plans to establish an advanced bio-industrial complex linking research, clinical trials, and production based on the vaccine industry special zone, while attracting global anchor companies to position Hwasun as a key bio hub in Korea.
The blueprint includes developing a specialized global cluster for vaccines and immunotherapy.
Additionally, he proposed transforming the Hwasun coal mine into a mixed-use complex combining culture, tourism, and industry, leveraging private investment to create new jobs and industries.
■ “The integrated special city is about execution”… Kim highlights experience and capability
Through these region-specific pledges, Kim further concretized his vision of an “industrial restructuring-based integrated special city.”
He stated, “With my experience as Jeonnam governor and Minister of Agriculture, I will turn the region’s future into reality,” adding, “I will become a trusted integrated special city mayor that both citizens and the president want.”
He emphasized, “Integration is no longer a declaration—it is a matter of execution,” pledging to “prove it through results, not words.”
■ The southern region is shifting… competition over AI, tourism, and bio intensifies
The strategy connecting Haenam (AI & energy), Gangjin (K-tourism), and Hwasun (bio) is evaluated as a structural approach to fundamentally reorganize the industrial landscape of the Jeonnam–Gwangju Integrated Special City.
In particular, by distributing national strategic industries such as AI, renewable energy, cultural tourism, and advanced biomedicine across regions, the plan is seen as revealing a functional mega-city model.
As the launch of the integrated special city approaches, attention is focused on whether these pledges will move beyond campaign rhetoric and materialize into real execution.
